Description
NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/ Contractors may view and/or download this solicitation and all amendments from th e internet after solicitation issuance. Plans and specifications will be issued on Compact Disk (CD-ROM) and will be provided free of charge. Paper copies of this solicitation will not be available. Description of Work: This solicitation is for the des ign, permitting, site preparation, and construction of a fire training facility with aircraft mock-up and associated environmental and safety systems. Project includes liquid propane gas tank, pumps, piping, storage system for fuel and water, lighting, fe ncing, access road and all necessary utilities and site preparation. Project will demolish and remediate the existing fire training facility. The project location is at Robins Air Force Base, GA in the Flight Line Alert Area at the existing fire trainin g facility (building #5). Procurement will be through a single phase Request for Proposal. Factor 1, Past Performance, Technical Approach Narrative and Specialized Experience is equal to Factor 2 Design Narrative/Technical Solutions and Management Plan. Factor 1, Sub factor 1 Past Performance, Sub factor 2 Technical Approach Narrative and Sub factor 3 Specialized Experience are comparatively equal. Factor 2, Sub factor 1 Design Narrative/Technical Solutions is equal to Sub factor 2 Management Plan. Fac tor 2, Sub factor 1, Subpart 1 Site Development and Subpart 2 Materials of Construction are equal. Factor 2, Sub factor 2, Management Plan, Subpart 1 Schedule is equal to Subpart 2 Organizational Chart and significantly more important than Subpart 3 Subco ntracting Plan. Factor 2, Sub factor 2 Management Plan, Subpart 4 Quality Control Plan and Subpart 5 Safety will be evaluated as pass or fail. Failure to meet minimum requirements for Subpart 4 Quality Control Plan or Subpart 5 Safety Plan may be cause for rejecting an offer. Options may be included in the solicitation. The estimated cost of the project is between 1,000,000.00 to $5,000,000.00. Network Analysis will be required. This solicitation is issued on an unrestricted basis pursuant to the Bus iness Opportunity Development Reform Act of 1988. This solicitation will be issued in electronic format only and will also be available on or about November 30, 2001 on the internet at http://ebs.sas.usace.army.mil/ Notification of amendments will be throu gh use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
