- Description
- The U.S. Army Natick Soldier Center at the Soldier and Biological Chemical Command, Natick, MA has a requirement for concept development, design, fabrication and delivery of prototypes for an Objective Force Warrior (OFW) multi-functional combat system of systems. This notice is a modification of previous pre-solicitation notice posted October 22, 2001. The purpose of this notice is to provide updated information regarding: release date of draft solicitation; Industry Day / OFW Pre-Solicitation Workshop ( Conference); explanation of nontraditional defense contractor; page restriction on submission of firm s abstracts; due date of abstracts; one-on-one discussions with Government and establishment of web-based directory / registry. Release of draft solicita tion will be on or about November 21, 2001. Solicitation will be available for download on the U.S. Army Robert Morris Acquisition Center, Natick Contracting Division website, https://www3.natick.army.mil, under business opportunities / upcoming acquisiti ons. Firms interested in attending the Industry Day / OFW Pre-Solicitation Conference are required to submit the name, address, email, and phone number of each person planning to attend the event NLT November 26, 2001 to Mary Hall, mary.hall@natick.army.m il, (508) 233-4829 or Pat Ross, patricia.ross@natick.army.mil, (508) 233-4606. If desired, firms can also submit short abstracts (not longer than 1 page) describing their firm's capabilities and interests. Abstracts submitted by November 26, 2001 will be distributed to all conference participants. The Industry Day / OFW Pre-Solicitation Conference on December 4 to December 6, 2001 will be held at the Sheraton Framingham Hotel, Framingham, MA, (508) 879-7200. When contacting the hotel, please refer to O FW Industry Day . Continental breakfast will be provided daily at the Industry Day / OFW Pre-Solicitation Conference, and lunch will be provided on December 4 and 5. A conference registration fee of $150 per person will be required for each attendee to c over the cost of meals. Payment by check or money order can be coordinated with Mary Hall prior to the event or can be made during registration at the event itself. Planned agenda for Conference: December 4: Executive Overviews of the OFW program, review of draft solicitation, planned use of Other Transaction Agreements , and open forum discussion of the program between the Government and industry participants. December 5: Continuation of open forum discussion as needed, 3 to 5 minute presentations by firms desiring to provide a brief overview of their capabilities to other industry participants, in an effort to foster teaming. December 6: Continuation of 3 to 5 minute industry presentations. The conference will end at noon on December 6, 2001. A non traditional defense contractor is a business unit that has not, for a period of at least one year prior to the date of the OT agreement, entered into or performed on (1) any procurement contract that is subject to full coverage under the cost accounting st andards prescribed pursuant to section 26 of the Office of Federal Procurement Policy Act (41 U.S.C.422) and the regulations implementing such section; or (2) any other procurement contract in excess of $500,000 to carry out prototype projects or to perfor m basic, applied, or advanced research projects for a federal agency. The Government will conduct one-on-one discussions with interested firms December 5 and 6 in separate break out sessions conducted in private rooms. These sessions are intended to allo w open discussion between the Government and interested firms, which may contain proprietary or other potentially sensitive information not wished to be shared in an open forum. These sessions are currently planned for not more than 30 minutes each, but w ill depend on the number of requests received. Requests for one-on-one sessions must be submitted to Mary Hall, mary.hall@natick.army.mil, (508) 233-4829 or Pa t Ross, patricia.ross@natick.army.mil, (508) 233-4606 and will be available to any potential offeror submitting request NLT November 26, 2001. In an effort to minimize the potential number of these sessions, firms that already have potential teaming agree ments or alliances under way are requested to schedule and participate in these sessions as a group. Sessions will be limited to approximately 15 industry personnel plus government representatives. If necessary, these sessions may be extended into 7 Dec in order to accommodate all interested parties. The offeror s own proprietary information may be discussed during the session and will be kept confidential by the Government. Information disclosed by the Government during these sessions may be released t o all potential offerors if, at the Government's sole discretion, such information is either necessary for the preparation of proposals or, in the interest of fairness, considered as beneficial to all offerors or to the general public in order to avoid the creation of an unfair competitive advantage. The offeror's participation in these one-on-one sessions constitutes agreement with these ground rules. This process is fair and equitable, and applies to all offerors who elect to participate. Participation in these sessions is not mandatory, and information disclosed by the Government during these sessions as discussed above will be disclosed to all potential offerors regardless of their participation in the sessions. In an effort to maximize the opportuni ty for teaming, the Government is establishing a web-based directory / registry to enable interested parties to register and interact with each other prior to the Industry Day / OFW Pre-Solicitation Conference. Interested parties can register their organi zation at no charge at http://teaming.sysplan.com/NATICK-OFW/ on or after November 19, 2001 when it becomes operational. Note that registration with this directory is only to facilitate opportunities for teaming among interested industry participants. Re gistration with this website DOES NOT constitute registration for the Industry Day / OFW Pre-Solicitation Conference. All other details of planned procurement remain the same as posted in October 22, 2001 notice.
