Description
The Naval Air Warfare Center Training Systems Division intends to negotiate on a sole source basis an Indefinite Delivery/Indefinite Quantity Contact with L3 Communications Corporation Link Simulation & Training Division (L3), Arlington, TX under authority of Federal Acquisition Regulation 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". Using the current design and assorted hardware, software and interconnections previously procured for the program, the contractor shall be responsible for providing updates to F/A-18 Aircrew Training Devices. The contractor shall be responsible for design, fabrication, integration, documentation, shipping, installation and testing of the updates to specific devices. The training devices shall be located at NAS Lemoore, CA; NAS Oceana, VA; MCAS Miramar, CA; and MCAS Beaufort, SC. While delivering highly complex F/A-18 training devices to the Government since 1983,L3 Communications has gained intimate and unique knowledge of the current design, the future requirements and technology aspects of the F/A-18 Aircrew Trainer Program. Because the contract requires in-depth knowledge of the current design, award through competition would require substantial duplication of cost that the Government would not recover through competition and would create unacceptable delays in fulfilling the F/A-18's mission requirements. In addition, key elements of the F/A-18 Aircrew Training Devices (e.g., host computer software, Instructor Operator Station, and others) were developed and delivered by L3. Any other contractor would have to start over with a new design, which would require as much as an additional 18 months of development time to reach the same stage of completion that L3 is now in. To meet timeframes, milestones, and schedules, L3 has established relationships with key personnel, who were instrumental in the design of the trainer, have successfully designed, fabricated, integrated, and delivered F/A-18 Aircrew Training Devices for the past 18 years and have demonstrated capability to perform the required contract. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit detailed technical capabilities, pricing, and any other information, which demonstrates their ability to meet the needs of the Government. Detailed capabilities must be submitted to the above address (Attn: Tim Cichon) by DECEMBER 7, 2001. All information shall be furnished at no cost or obligation to the Government. Responses shall be limited to no more than FIVE pages. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice.
