Description

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a 30 month, incrementally funded cost reimbursable contract for all modifications to the Tactical Tomahawk (Block IV) vertical launch missile to achieve torpedo tube launch capabilities in the Block IV missile. This new capability will equip submarine fleets in both the United States and the United Kingdom with this torpedo tube launch capability. This program will extend the capabilities of the Tactical Tomahawk Weapon System (TTWS) currently being developed under AP (AIR)-28-085-005 (REV 7). NAVAIR intends to award this effort to Raytheon Company, P.O. Box 11337, Tucson, AZ 85734 -1337. Since 1994, Raytheon Missile Systems (RMS) has been the sole developer, designer, and manufacturer for the Tomahawk Weapons System (TWS). RMS solely possesses the current configuration and manufacturing data for the Block IV missile. Because a detailed knowledge and expertise of the Block IV missile is required to conduct tasking under this contract, the government believes RMS is the only source capable of accomplishing this requirement in the required timeframe and without duplication of costs. However, all responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. Numbered Note 22 applies.=20
