- This announcement is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The reference number is ISESI82029010. A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-01. The NAICS Code is 811310. The National Imagery & Mapping Agency (NIMA) wishes to procure under a fixed rate Level-of-Effort contract the following: Maintenance, repair, and installation services on Light Tables and their associated peripherals. The Contractor will be responsible for providing at a minimum, five (5) Electromechanical/Optical Technicians. Each will participate in the preventive and corrective maintenance of light tables, stereoscopes, comparators and associated components according to product specifications, manufacturing instructions and diagrams. They will examine the equipment to locate defects, such as broken wires, burned-out/defective components following wiring diagrams or schematics using electronic test equipment and hand tools and making necessary repairs. They will also provide calibration and alignment of the equipment. In addition, one (1) of the five will function as a working supervisor and in addition to the above, will direct the work of the other technicians and have the overall responsibility for task completion. Each technician shall possess experience and knowledge in the following areas: 1. Basic electronic skills to include basic Ohms Law knowledge and troubleshooting procedures; 2. Basic electronic skills: e.g. an understanding of electrical/electronic circuits and connections as related to equipment; 3. Ability to use basic electronic test equipment: e.g. volt meters, oscilloscope etc.; 4. Possession and demonstration of mechanical skills and dexterity for Electro/Mechanical devices and knowledge and use of related hand tools; 5. Possession and demonstration of Electro/optical skills and dexterity for use of related hand tools; 6. Basic computer application knowledge skills: e.g. Peregrine's Service Center; and 7. Must be knowledgeable of industry safety practices and procedures. All persons working under this contract will require a Top Secret/SI/TK and appropriate codeword clearance based on a full field investigation and a polygraph interview. Personnel will be based at the Washington Navy yard and will maintain systems located at the NIMA facilities and other Intelligence Community offices within the Washington Metropolitan area. The Contractor shall provide their own transportation or use Privately Owned Vehicles (POV) to the various sites in the area. Period of performance is 1 January 2002 through 31 December 2006, comprised of a one-year base and four one-year options. Offerors will provide clear and convincing information that identifies their capability with their written offer. The contract will be awarded to the contractor that has been evaluated and determined to provide the best value to the Government.
