Description

The Department of the Interior's Bureau of Land Management intends to award on a sole source basis a corporate license for IHS Energy Group's PowerTools software. IHS Energy Group is located at 5333 Westheimer, Ste. 100, Houston, Texas 77056. The terms will be one base year and two one year options. Included in this requirement is a one day training class for each of the periods. This is a sole source procurement under the authority of FAR 6.302-1. The Government believes only one responsible source can provide the product/software that will satisfy the agency requirements. This notice of intent is not a Request For Quote (RFQ). Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. local time on November 23, 2001. Commercial item practices will be used for this specific procurement. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the Government.
