Description
The National Institute of Neurological Disorders and Stroke(NINDS), Laboratory of Neurochemistry of the National Institutes of Health, proposes to contract with Dr. Philip Grant, 2939 Van Ness St., Washington, DC. The proposed procurement will provide for continuation of a research study focused on cytoskeletal protein phosphorylation in development and neuronal degeneration under previous purchase order 263-MQ-104267. The Cytoskeleton Protein Section of the Laboratory of Neurochemistry is currently studying the biochemical and molecular biological factors regulating the metabolism and processing of neuronal cytoskeletal proteins in normal development and in neurodegenerative disorders. NIND's principal focus is on the enzymes (kinases and phosphatases) that modulate the state of phosphorylation of neurofilament proteins in developing and mature neurons. To fully understand the biological significance of these enzyme systems requires an intesive study of their role in living cells and developing embryos. NINDS requires the continuous expertise of Dr. Grant, qualified expert in the area of protein and enzyme biochemistry to further expand these studies and perform many of the cell and development biological procedures essential to a successful outcome of the experimental studies. Dr. Grant is an expert in area of protein and enzyme biochemistry. He has made important contributions to these studies and has provied NINDS researchers with an understanding of various aspects of vertebrate neuronal development. He has many years of experience in developmental neurobiology and has expertise in a wide variety of laboratory skills in cell biology and histology. Dr. Grant has used a wide variety of cell biological, biochemical and histological procedures, including immunocytochemistry, in situ hybridization, and apoptosis in studies of retinal development. Dr. Grant has a fundamental understanding of the program, its current and future directin and its needs for cell and developmental biological approaches that complement the biochemical studies of the regulation of phosphorylation of cytoskeletal proteins in normal and degenerating neurons. Dr. Grant is the only known source to NINDS research(s) that has significant experience and expertise that is essential for coninuity of this study. A fixed price contract is anticipated with a period of performance of 1 year plus an additional 1 year option, if exercised. This notice of intent is not a request for competitive quotation However, if any interested party believes it can meet the above requirement, including all techniques and demonstrated expertise, it may submit a statement of capabilities. The capability statement and any information must be in writing and must contain material in sufficient detail to allow NINDS to determins if the party can fully meet this requirement. Capability statements must be received in the contracting office by 2:00 PM EDT (local Washington, D.C. time) on November 21, 2001. If you have any questions, please contact Cynthia Brown, Purchasing Agent on (301) 402-4509. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. NAICS Code 541990.
