Description
NASA/MSFC plans to issue a Request for Proposal (RFP) for VOLUTE DESIGN METHODOLOGY. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to procure this R&D effort from Riverband Design Services, 4365 Hickory Drive, Palm Beach Gardens, FL 33418. This R&D effort is to develop and demonstrate a volute design methodology for turbines and pumps, and to integrate the volute design methodology into an overall turbine aerodynamic design system. Specifically, the contractor shall develop a volute geometry generator; develop a volute meanline analysis methodology for turbines and pumps; demonstrate the geometry generator and meanline analyses for both turbine and pump applications; assist in integrating the geometry generator and mealine analysis into the turbine design system; support the installation of the software on a computer at MSFC; and support the demonstration of the design system for a turbine applications. This R&D effort is a continuation of the effort and needs to be compatible between the required enhancements and the currently available system. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Kimberly R. Day no later than 4:30 p.m. local time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
