DESC: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The solicitation number is RFQ Q10-02-16 and is issued as a Request for Quotations. The NAICS code is 333111. The small business size standard is 500 employees. This acquisition is a small business set-aside. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The following clauses and provisions apply to this acquisition: 52.212-1 Instructions to Offerors Commercial Items (Oct 2000); 52.212-2 Evaluation Commercial Items (Jan 1999); the evaluation criteria stated in paragraph (a) of this provision are as follows: (1) technical capability to meet requirements stated herein, and (2) price; 52.212-3 Offeror Representations and Certifications Commercial Items (May 2001) and the clause 52.212.4, Contract Terms and Conditions Commercial Items (May 2001) and 52-212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (May 2001) apply to this acquisition. DESTINATION ONE (1) SMALL PLOT SEED COMBINE to harvest native grass seed at the J. Herbert Stone Nursery, Rogue River National Forest. Seed production is done in seedbeds. The combine must be capable of fitting over the existing seedbeds at the nursery. Seed production involves over 50 species of grasses and forbs. Seed sizes and characteristics are highly variable. The combine must have capability to efficiently process this broad spectrum of physical attributes. Technical Specifications: 50-60 hp diesel engine (water cooled); wheel base -1450 mm (57?); track width -1170 mm (46?); turf tire set up. Minimum ground clearance-250-290 mm (11?). Hydrostatic drive; stepless front and rear with high range 0-8 mph and low range 0-4 mph. Hydraulic steering; reel speed control at driver?s station ? all necessary gauges ie., engine temperature, fan speed, hour meter, etc. 150 cm auger assist header with adjustable crop dividers, with reel and conveyor belt; stepless adjustment of reel speed. Threshing drum for a wide range of seed, variator for stepless adjustment of threshing drum speed 330-1000 rpm with electronic tachometer. Concave (T=3D6 mm), with quick side removal capability. Rapid concave clearance adjustment capacity. Adjustable sieve 4-20 mm. Shaker (graepel type) 6 mm and 14 mm. Side mounted sacking device with pneumatic seed delivery, adjustable blower, injection nozzle, cyclone and blowing device for outside cleaning. Grain bin with delivery system. Two complete sets of operating, service, repair and parts manuals (English Language) shall be supplied with the item.
