Description
The National Institute of Standards & Technology (NIST) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with Ashland/Drew Industrial of Boulder, Colorado for the Renewal of Water Treatment Services for boilers and cooling towers at NIST Boulder Laboratories. Service includes, but is not limited to the following: 1) All chemicals and other materials to ensure proper levels of chemical balance. To ensure strict quality the vendor must possess ISO 9001 and 9002 Certification. 2) Quality control oversight and guidance to NIST for our water treatment program. This includes recommendations on repair and replacement of existing equipment, dissemination to NIST of information related to new technology, attendance at equipment inspections and analysis reports on the condition of the equipment as well as recommendations to solve any problems identified during the inspection. 3) On-site training on processes and procedures and chemical handling (for personal safety as well as environmental safety), use of testing equipment, and use of biochemical induction pumps. Observes testing practices of NIST employees and reinforces correct procedures and provides NIST with documentation of findings as necessary. 4) Chemicals will be monitored and supplied in a manner to ensure availability when needed. Chemical treatments will be evaluated by individual pieces of equipment and customized for NIST as necessary. 5) Provide and maintain current MSDS sheets in all mechanical rooms. 6) Vendor response within 24 hours. 7) Must have knowledge of and comply with the City of Boulder discharge regulations. Services shall be in accordance with all applicable provisions of appropriate codes and standards, including but not limited to: Occupational Safety and Health Administration (OSHA), Department of Labor, American National Standards Institute (ANSI), and Environment Protection Agency environmental air quality (EPA), and EPA Clean Water Act. Period of Performance shall be December 1, 2001 through September 30, 2002. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures. This synopsis is issued for information only. No competitive solicitation is planned. No award will be made on the basis of requests in response to this notice. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
