- 1.1 (i). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii). The proposed action is issued as a request for quotations under FA2550-02-Q-0014. (iii). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. (iv). The Standard Industrial Classifications Code for the work associated with this synopsis is 7699. (v) CLIN 0001 The contractor is to furnish all labor, tools, materials, facilities and transportation necessary to provide maintenance and repair of automatic doors, overhead doors, revolving doors, interior and exterior building doors, including door closure devices (but does not include door locking devices) at Schriever AFB, Colorado. Quantity is twelve (12) and the unit of measure is months. CLIN 0002 Cost of parts, labor for repairs on an as needed basis to conduct any repairs to the doors. All work is to be performed in accordance with the attached Statement of Work with a performance period of 1 December 2001 to 31 November 2002. CLIN 0003 The contractor shall perform annual maintenance inspections using accepted commercial practices normal to the industry to include inspection, lubrication, and adjustments as necessary to all doors on SAFB. All doors must be inspected before July 31 of each contract year. (vi). All work is to be performed in accordance with the Statement of Work as noted herein. Statement of Work GENERAL INFORMATION: The Contractor shall provide all labor, supervision, management, equipment, materials, storage, transportation, and incidentals necessary to perform maintenance and repair of automatic doors, overhead doors, revolving doors, interior and exterior building doors, including door closure devices (but does not include door locking devices) at Schriever AFB (SAFB), Colorado.1.2. SPECIFIC TASKS1.2.1. Work shall be in accordance with commercial industry standards, all federal, state, and local codes and regulations, including the current National Electric Code (NEC).1.2.2. ROUTINE/EMERGENCY REPAIRS. The Government estimates approximately fifty routine (50) and fifteen (15) emergency repairs per contract year.1.2.4. ROUTINE REPAIRS. When a routine door repair is required, the Structures Section will call the contractor and annotate the call log. The Contractor shall respond WITHIN One (1) WORKDAY after notification and repair the door?(s) to an operational state.1.2.4. SCHEDULING ROUTINE REPAIRS. In the event the routine repair must be scheduled, the contractor shall contact the Quality Assurance Evaluator (QAE) personnel in 50 CES/Structures Shop (CEOFS), 300 O?Mally Ave, SAFB, CO 80912, phone (719) 567-6516, to schedule the repair. The QAE personnel will coordinate access/escort with the Building Manager if necessary.1.2.5. EMERGENCY REPAIRS. When an emergency door repair is required during duty hours, the Structures Shop QAE will call the contractor and annotate the call log. In the case of after duty hours, on weekends or holidays, the Civil Engineering Service Call Desk will call the QAE and the QAE will contact the contractor. The contractor shall respond WITHIN TWO (2) HOURS after notification and repair the door?(s) to an operational state.1.2.6. MAINTENANCE INSPECTIONS. The contractor shall perform annual maintenance inspections using accepted commercial practices normal to the industry to include inspection, lubrication, and adjustments as necessary to all doors on SAFB. These inspections may occur all at once or a certain number of doors monthly depending on contractor choice, but all doors shall receive an annual inspection not later than 31 July each contract year. Any necessary replacement parts, NOT TO EXCEED $100 per door, shall be installed when performing this annual inspection. For any parts required over $100, a detailed list of recommended replacement parts shall be supplied within 5 duty days after the maintenance inspection with a quoted price for parts and installation. Authorization shall be obtained from 50 CES Civil Engineering prior to proceeding with any additional work. Invoices shall itemize repair work performed, labor and parts by facility.1.2.7. SCHEDULING MAINTENANCE INSPECTIONS. The contractor shall contact the QAE Personnel in 50 CES/Structures Shop (CEOFS), 300 O?Mally Ave, SAFB, CO 80912, phone (719) 567-6516, to schedule inspections. The QAE personnel will coordinate access/escort with the Building Manager if necessary.1.2.8. EMERGENCY SERVICES. On occasion, there may be an emergency requirement to repair a door on a weekend or holiday when it requires freeing necessary equipment, i.e. fire equipment, or securing a facility. The Contractor shall respond regardless of the time of day or day of week, including Federal holidays, WITHIN TWO (2) HOURS after notification by the Contracting Officer or their designated representative.1.3. WORK CONTROL:1.3.1. The contractor shall notify the government QAE upon arrival to perform work and again prior to departure. (vii). The Period of Performance is 1 December 2001 to 31 November 2002, and the place of performance is Schriever AFB, Colorado. (viii) The provisions at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. (ix). 52.212-2, Evaluation -- Commercial Items applies to this acquisition with the evaluation factors of past performance and price, which are weighed equally and price must be considered fair and reasonable. The Government reserves the right to award to other than the low offeror. (x). The offeror is to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. (xi). The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii). The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. (xiii).
