Description
17. Kaiser-Hill Company, LLC (K-H) is currently planning demolition and decontamination associated with Building 776/777 at the Rocky Flats Environmental Technology Site (RFETS). RFETS is an U.S. Department of Energy facility located approximately 16 miles northwest of Denver, Colorado. Building 776/777 was constructed between 1955 and 1957 with concrete and concrete block material, with subsequent facilities constructed with a multitude of construction materials. The purpose of this Request for Information is to gain technical information about containment structures . K-H is requesting information from interested parties who are able to provide a temporary containment structure over the Building 776/777. The containment(s) shall enclose a 160,000 SF building. Clear-span containment's are required (estimated span 320'), because support columns of the containment structure will present obstacles during demolition and decontamination activities. As part of this Request for Information, K-H is requesting technical and operational information regarding fabrication, proposed design and layout of equipment for a temporary containment to support demolition of the 776/777 building. Technologies of interest include, but are not limited to, clear span or freestanding containment. Air-supported containment's are not acceptable. The containment must be designed to prevent the potential for dust to migrate from the areas within the containment to the exterior. The containment must be able to maintain a negative atmosphere. The temporary containment(s) must meet the following minimum technical requirements:  The containment shall be designed as an Important or Low Hazard Facility as described in DOE Standard 1020-94, "Natural Phenomena Hazards Design and Phenomena Hazards";  DOE-STD-1020-94 (Revised 1996) requires that all containment's be designed in accordance with ASCE 7-95, with the exposure factor, basic wind speed and importance factors shown below. The subcontractor can reduce the wind pressure for the 6,000 ft. elevation of Rocky Flats that ASCE-7-95 allows by the equation of Commentary 6.5.1 and Table C6-1; -Exposure "C" shall be used for the containment . -Importance Factor for PC-1 I 1.0 -Basic Wind Speed for PC-1 ("3 Second Peak Gust") is 125 mph. This wind speed is from the 1995 McDonald- Pulipaka study, "A Reassessment of Tornado and Straight Wind Hazards at the Rocky Flats, Colorado Site".  The containment structure will require a snow load rating of at least 40 lbs. Psf.  The containment will be categorized as a radiological facility per DOE-STD-5502-94, as such, the requirements of 10 CFR 830, Subpart A-Quality Assurance apply;  The temporary containment will need to span an existing structure of 280' with 20' additional access on each side for a total of 320' X 600' in length.  The minimum side wall height of the containment is 45';  The containment(s) shall include a minimum of two (2) large loading doors for heavy equipment access (a minimum of 30' wide x 20' high), and a minimum of ten (10) personnel access/egress doors. These doors must be airlocks;  The containment will need to be attached to a foundation structure per applicable codes and requirements of the site. Others will provide the foundation structure.  The containment structure must have a life expectancy of a minimum of five years. This is a request for information and NOT A SOLICITATION for services, equipment or materials. The Contractor may or may not issue a solicitation related to this sources sought for technical and operational information. Telephone calls will not be accepted.
