Description
The Contractor will be responsible for providing technical assistance for systems engineering, systems design, systems design review, systems integration, and a wide range of project management support activities for the Federal Emergency Management Agency (FEMA) Information Technology Services (ITS) Directorate. Systems engineering and technical assistance (SETA) services will primarily support the execution of FEMA's IT Architecture, and will provide systems engineering oversight of all systems implementation activities within the Directorate, including, but not limited to, systems development, automation of enterprise information services or enhancement of existing automated capabilities, conversion of applications to World Wide Web-compatible technologies, and engineering services in support of communications systems used in disaster response, mitigation and recovery. This effort will be achieved via a series of task orders that provide specific directions for tasks implementing the IT Architecture (See http://www.fema.gov/library/ita.htm), the first of which is expected to be SETA support for a Web-based replacement for the National Emergency Management System (NEMIS), an e-Grants capability, and support of other selected enterprise applications. This procurement will be limited to eligible 8(a) concerns. The North American Industry Classification System (NAICS) code is 541512. All responsible sources may receive a copy of the solicitation by sending a written request to the aforementioned address. All requests for the RFP package must be in writing, and telephone requests will not be honored. To expedite requests for the solicitation, please furnish a self-addressed gummed label, including the full solicitation number at the bottom of the label. Although it is expected that the RFP package will be made available on FEMA's World Wide Web page, prospective offerors are still requested to provide their company name, address, telephone number, and fax number, in writing.
