Description

The Bureau of Reclamation, Contracts Group, Boise ID intends to negotiate a sole source contract for continuing Architect and Engineering Services in support of the Elwha River Restoration Project. URS began assisting Reclamation with conducting feasibility studies, planning studies, and engineering studies in support of the Department of Interiors's efforts to restore the Elwha River to its original condition by removing the Elwha and Glines Canyon Dams (Dams) as directed by the Elwha River Ecosystem and Fisheries Restoration Act (Elwha Act) passed by Congress in 1992. The history of the Project is detailed in the attached nine-page document titled "Projected Timeline/History" taken from the National Park Service's Elwha River website at www.nps.gov/.elwha. Elwha Dam was constructed in 1911-13 and Glines Canyon Dam was constructed in 1926-27. The dams were built on the Elwha River near Port Angeles on the Olympic Peninsula in Washington State to produce hydroelectric power. URS Group has performed approximately 3 years of AE and related services under a Reclamation-wide ID/IQ contract and the proposed sole source contract with URS will be a follow on to the work included in the Task Orders placed under the ID/IQ contract. It's Reclamation's belief that only URS Group has sufficient knowledge of the planned design of the Project, the stakeholders involved, and the pre-design work already completed by URS needed to complete the AE efforts associated with the water delivery systems required by the Restoration Project. URS has gained a thorough understanding of the environmental that surround the Elwha River Restoration Project while establishing important working relationships with affected local entities. URS's extensive corporate knowledge of the project, amassed during the performance of the Task Orders mentioned above makes them the only source for the AE services needed for the remainder of the project, namely the design of the water diversion, conveyance, and treatment facilities, and the associated construction oversight/management. The period of performance of the contract will be 3 years from the date of contract award. There's no solicitation available. Parties who believe they have sufficient knowledge of the Elwha River Restoration Project to provide continuing AE services may send an SF 254/255 demonstrating their firms qualifications to provide AE services for Elwha project to the address listed above. No phone or fax inquiries will be considered. This announcement is not a request for proposals or a general request for SF 254s. See Numbered Note 22.
