- Contractor to furnish all necessary labor, materials, and equipment necessary to replace the existing roof system fort the 8th District Flag Quarters, at USCG Station New Orleans, LA. Work includes but is not limited to replacement of the existing asbestos shingle roof system with an asphalt shingle roof system and substrate at a split two level structure; base and counter-flashing at side walls and surrounding abandoned chimneys, miscellaneous roof framing, re-pointing of masonry in the attic, directing forced air ventilation from bathrooms to the exterior, and re-insulating the attic. This property is located within the Garden District, a National Historic Landmark. All work and materials have been pre-approved by the State Historic Preservation Officer of the State of Louisiana, Department of Culture, Recreation and Tourism. The residential structures original construction dates to the 1880's. This is a Best Value solicitation, with past performance being significantly more important than price. The following are the evaluation factors in descending order: 1) familiarity of local building practices for the greater New Orleans area; 2) previous preservation work mandated by the State of New Orleans Historic Preservation Officer; 3) certification by the Louisiana Department Environmental Quality for the removal of asbestos roofing material, and 4) the ability to work successfully in a urban environment under a compressed execution schedule. Prospective offerors are advised that an award may be made without discussion or any contact concerning the proposals received. Interested bidders shall submit a list of previous completed projects from 5 years and current projects. The itemized list shall include project name and location; owner name, address and contract telephone number; brief narrative description of work completed by bidder; cost of the work that bidder was responsible; and the completion date. Bidders are encouraged to provide additional information on qualifications of personnel and description of resources that will be available for this proposed project. Submissions shall include three bound sets on 8 1/2"x 11" standard paper and can include drawings and photographs of referenced projects. The applicable North American Industry Class System (NAICS) Code is 233210. The small business size standard is a three-year averaged annual gross receipts of $27.5 million. Estimated construction price range is $25,000.00 to $100,000.00. Performance period is 45 calendar days.
