- Description
- This is a sources sought synopsis. The Space and Naval Warfare Systems Center -- San Diego (SPAWARSYSCEN-SD) is seeking out Small Business (SB) and certified Small Business 8(a) firms with current relevant knowledge, experience, personnel and capability to perform a contract to provide engineering and technical support services for Non-Integrated Shore Installation Support (NISIS). The intended contract will be utilized primarily for the installation of Andrew Low Profile Spira-Cone High Frequency (ALPS/CHF) Antenna Systems, RMSA 2000 / high-speed switches, and modification or new installations at the Automated Technical Control Facility (ATCF). Furthermore, the ATCF will include at a minimum the Automated Network Control Center / Automatic Technical Control Facility (ANCC/ATCF), Certified Authority Workstation (CAW), High Assurance Guard (HAG), HF Communications Systems, Information Security (INFOSEC), and Navy Standard Integrated Personnel System (NSIPS). Respondents must demonstrate to be knowledgeable of the scope of the engineering and technical issues, problems and possible solutions associated with the noted programs/systems above. Respondents shall provide information related to contracts where the respondent was materially involved at a comparable level of effort in the noted engineering and related technical areas. Interested sources are requested to provide detailed, narrative descriptions of experience on the above named equipment or related systems / subsystems. Respondents shall be required to provide the following engineering and related technical services during contract performance and demonstrate recent and relevant experience: developing and effecting ALPS/CHF Antenna Systems, developing and providing test procedures and support, site survey support, technical support, developing and completing installation control drawings and alteration drawings, and conducting System Operation and Verification Tests (SOVT), that ensure satisfactory systems'operation, availability and readiness. Respondents must also clearly demonstrate current certification or the ability to attain certification to install/service ALPS/CHF Antenna Systems. Interested SB firms are invited to respond to this sources sought announcement by providing, at a minimum, the following: (a) company overview including areas of expertise, company size, locations of facilities, and a description of how they would establish/maintain a required facility in San Diego County, California; (b) include contract numbers, periods of performance, dollar value, points of contact, telephone numbers and a synopsis of the work performed connected with the asserted relevant experience; (c) the noted minimum number of resumes and letters of intent for each personnel in the following personnel categories: One resume for Program Manger, Two resumes for Systems Engineers, and Four resumes for Senior Engineers proposed for this intended effort. Interested SB firms must submit this information, via email to jsparks@spawar.navy.mil, not later than 30 November 2001, 3:30 P.M. Do not submit more than 5 pages in total in addition to the personnel resumes and letters of intent. Contingent upon the results of this source sought announcement; the Government may issue a Request For Proposal (RFP) for these services. The Government currently estimates that such an RFP would utilize an Indefinite Delivery, Indefinite Quantity type contract with a Cost Plus Fixed Fee pricing arrangement. Expected period of performance for this task is a One-Year Base contract period and Four, One-Year pre-priced option periods. The North American Industry Classification System (NAICS) Code is 541330 -- Engineering Services, and the SB Size Standard is average annual gross receipts of less than 20 million dollars.
