22 -- DESC: The Library of Congress intends to issue a sole source firm fixed-price contract to the American Library Association, ASCLA Division, 50 East Huron St, Chicago, IL 60611. The intent of this acquisition is to update/modify/revise the currently existing Revised Standards and Guidelines of Service for the Library of Congress Network of Libraries for the Blind and Physically Handicapped, 1995, developed and published by ASCLA a division of the American Library Association, which are seven years old now and will be almost ten years old by the completion of the revision. The ALA is the only public library standards authority in the United States. The new revision of these standards will be used as a benchmark against which network libraries are measured by the National Library Service for the Blind and Physically Handicapped. The statutory authority for other than full and open competition is 10 U.S.C. 2304 (c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. As a sole source procurement under the authority of FAR 6.302-1. This notice of intent is not a request for quotations (RFQ) for competitive quotes. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government
