Description
The purpose of this notice is to inform all interested parties that the U. S. Environmental Protection Agency (EPA) has a requirement for a Vacuum Distiller with auto Sampler. The solicitation number is RFQ-RT-02-00037 and the solicitation will be issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The associated North American Industry Classification System (NAICS) code is 334516 which has a size standard of 500 employees to qualify as a small business. It is anticipated that the contract will be awarded as a result of small business set-aside. The Environmental Protection Agency (EPA) anticipates that the contract will be awarded as a Firm-fixed price contract. Award will be made using Simplified Acquisition Procedures. The desired delivery date is no later than 120 days after award of purchase order, FOB Destination. Equipment will be shipped to the U.S. Environmental Protection Agency, 2301 Sunrise Av., Las Vegas, NV. The contractor shall design, develop and test the "Vacuum Distiller with auto Sampler". The instrument: 1)Must be automated with a Windows user interface; 2)must be inert to the various analytes (see SW-846 method 8261 found at http://www.epa.gov/SW-846/up4b.htm, patents 4,600,559 and 5,411,707); 3) Stainless steel (310) is currently the material of choice. BACKGROUND: Vacuum distillation is an EPA Office of Research & Development (ORD) invention that has been used to develop methods for determining volatile organic compounds in a variety of matrices. ORD is currently in the process of making vacuum distillers as part of the analytical arsenal used by EPA laboratories nationwide. In this process ORD has developed a prototype system that can be used as a model. This system is microprocessor controlled (Z-World microprocessor/Dynamic C) with a Windows user interface (Borland C++). The EPA will demonstrate the proposed system meets method 8261 criteria. EPA will evaluate at the Las Vegas laboratory. It will take EPA approximately 30 days to verify should no defects in the system be found. Proposal Instructions and Evaluation Criteria: The Government intends to award a single contract to the responsible offeror whose proposal is the lowest price technically acceptable. Include specifications of items quoted with proposal. Any specific variances from the required specifications shall be addressed by the offeror with respect to how the offeror's proposal provides alternative equivalence. Failure of an offeror to demonstrate that the proposed upgrades will meet the required Specifications shall render the offeror ineligible for further consideration for award. The Government reserves the right to require additional pricing information if necessary to determine that the proposed price is reasonable. The RFQ will be posted on/about 23 November 2001.
