Description
THIS NOTICE CONSTITUTES MODIFICATION NO. 2 TO THE COMBINED SYNOPSIS/RFQ FOR SOFI GRINDER. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official modification to subject synopsis/RFQ and a written modification will not be issued. The purpose of this modification is to restate the requirement in detail, based on technical discussions/clarifications concerning previously listed requirement. Each prospective contractor is advised that the requirement previously stated under original posting under 8-1-1-E3-D4638 and Mod 01 to 8-1-1-E3-D4638 are NO LONGER VALID. Please read carefully the revised narrative description, and respond accordingly. The due date for receipt of offers is extended to 4:30 p.m. CST November 27, 2001. QUANTITY: 1 EACH A high volume wood, metal, and plastic reduction system that will produce a shred size of approximately 2" X 4" X 10" with a throughput rate of more than 2000 to 5000 lbs per hour. Shall also be fitted with discharge conveyor for effective containment of the shredded waste to a collection container which is normally used in our facility. Optimal characteristics shall include, but not be limited to, slow speed (approx. 20 rpm), double shaft, low noise (under 85 dB), high torque and cutting forces allowing metallic shredding, programmable logic controller for shredder operation and monitoring. Shall include installation of equipment site-specific, MSFC location. Shall include technical support for coordination of installation and training of personnel. MSFC will furnish the required concrete pad, electrical hookup, wiring to the unit, and roof lean-to for the unit. The Marshall Space Flight Center Facilities Office needs this information in order to prepare for installation of the SOFI Grinder. The contractor shall provide with its quote the specifications required for the concrete pad, anchors, wiring, electrical hookup, and roof lean-to for the SOFI Grinder Shredder being offered. The Shredder is to be installed outside. Drawings depicting the dimensions of the unit and conveyor shall be provided with the quote. Each contractor shall provide brochure/literature supporting the system in order to demonstrate capability of the shredder being offered. Each Contractor shall state their warranty period for the SOFI Grinder Shredder. The successful contractor will be responsible for performing an acceptance test of the Shredder at MSFC. Marshall Space Flight Center will supply the material to be shredded during the acceptance test. MSFC personnel will observe the testing of the unit. The successful contractor shall provide 1-2 days of on-site training for the operation and maintenance of the shredder within 10 working days after installation is complete. Payment for the unit will NOT be made until AFTER the unit is installed, passes the acceptance test, and training is successfully completed on-site at Marshall Space Flight Center, Alabama. Contractor shall quote a total Firm-Fixed-Price for the Shredder, conveyer, installation, acceptance test, and on-site training. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). This procurement is being conducted under the Simplified Acquisition Procedures (SAP) as an unrestricted procurement. The provisions and clauses in the RFQ are those in effect through FAC 97-27. The NAICS Code and the small business size standard for this procurement are 333518 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to MSFC is required within 90 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by Close of Business November 27, 2001, and may be mailed or faxed to the undersigned, and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Offerors shall provide the information required by FAR 52.212-1. Addenda to FAR 52.212-1 are as follows: NFS 1852.211-70, 1852.214-71, and 1852.215-84. Reserve paragraph(s) (d),(e),(f),(h), and (i) in 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Addenda to FAR 52.212-4 are as follows: MSFC 52.211-90, 52.232-90, NFS 1852.246-71, FAR 52.204-4, 52.211-15, 52.211-16, and 52.247-34. FAR 52.212-5 is applicable and the following identified clauses are incorporated by reference. FAR 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, and 52.232-34. Award will be based upon overall best value to the Government, with consideration given to the factors of proposed technical merits and price; other critical requirements (i.e., delivery) if so stated in the RFQ will also be considered. For selection purposes, technical is weighted more important than price, which is more important than delivery. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b). Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications -- Commercial Items with their quote.
