Description
The Joint Direct Attack Munition (JDAM) Joint Program Office, Air Armament Center (AAC)/YU, Eglin AFB, Florida, intends to issue a contract or contract modification to the McDonnell Douglas Corporation, a Wholly-Owned Subsidiary of The Boeing Company, for the design, development, testing, and initial production of a JDAM precision guidance kit for the JDAM family of weapons. The warfighters have a need for an affordable, autonomous precision JDAM weapon system capability for JDAM-capable aircraft to enhance operational performance and mission flexibility. Initial plans include the integration of the precision JDAM weapon system with F/A-18 C/D/E/F aircraft, and later integration with future F/A-18 advanced targeting system capabilities to give the warfighters a reactive targeting (i.e., targets of opportunity) capability against fixed and stationary-relocatable targets. McDonnell Douglas Corporation is currently the JDAM prime contractor and has sole responsibility for the system design and warranty of the JDAM family of weapons. The Government does not own a technical data package (TDP) for the JDAM weapon system, and a technical data package will not be provided by the Government for this effort. In order to successfully execute this program, a contractor must be very familiar with the current JDAM weapon system, JDAM aircraft and aircraft integration programs, JDAM modes of operation and mission planning systems, the JDAM weapon system and all of its sub-components, and JDAM simulation and analysis tools. Additionally, it is essential that the contractor understand the state and capabilities of existing precision guidance technologies, and all aspects associated with the integration of precision guidance capabilities into the JDAM weapon system. The goals of the Precision JDAM program are: to develop a precision JDAM weapon that exploits and maximizes commonality with the current JDAM weapon system (including JDAM aircraft carriage systems, interfaces, and operational flight software, existing and planned JDAM mission planning systems, JDAM operational support equipment, support systems, and JDAM warranties); to provide for near-term preplanned and future reactive targeting capabilities; and, to provide the warfighters with the most capable precision JDAM weapon system at the lowest possible cost to the Government. Precision JDAM design, development, test, and initial production must be completed no later than 31 March 2006. An Ombudsman has been appointed to address concerns from potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer, Contract Specialist, or the Program Manager identified above.
