Description
The Naval Facilities Engineering Command, Southern Division, is currently seeking potential sources for OMB Circular A-76 Cost Comparison Study. The intent of the study is to determine the most efficient method of providing Facilities Management services at Naval Air Station Corpus Christi, TX and Naval Air Station Kingsville, TX, and outlying fields. This notice does not constitute a commitment by the Government. The Study will determine whether these services should be performed under a contract with commercial sources or through the federal work force. A Government proposal to provide these services is being developed and a contract may or may not result. The scope of the requirement is to provide all resources and management necessary to perform facilities management, maintenance, utilities operation and maintenance, engineering, and transportation services at Naval Air Station Corpus Christi, TX and Naval Air Station Kingsville, TX, and outlying fields. In addition, provide grounds maintenance, and refuse collection solely at Naval Air Station Kingsville, TX. The requirements include the following public works services: maintenance, repair and alteration of all buildings and structures; maintenance and repair of heating ventilation, air conditioning (HVAC) and refrigeration systems; repair and alteration of electrical distribution including airfield lighting, boiler plant and other services related to a federal public works operation; architectural and engineering support; operations, maintenance and repair of water/waste water plant; operations, maintenance and repair of transportation equipment, and maintenance and repair of grounds and surfaced areas. This list is not intended to be all-inclusive but rather to provide an overview of the variety of services required to support the Mission of Naval Air Station Corpus Christi, TX and Naval Air Station Kingsville, TX, and their outlying fields. Proposal evaluation will be in accordance with the procedures set forth in OMB Circular A-76 and Section M of the Request for Proposal. It is the Government's intention to issue this solicitation exclusively through the Internet at http://esol.navfac.navy.mil. The entire solicitation will be available at the site for viewing or downloading. Prospective offerors are encouraged to register at the web site. This will normally be the only method of distribution of amendments; therefore it is the offeror's responsibility to periodically check the web site for amendments to the solicitation. The official plan holder list will also be maintained on and can be printed from the web site. RFP issuance date will be on or about April 1, 2002. Any resultant contract will have a performance period that includes a base year with four option years. The contract type will be a combination firm fixed-price and indefinite quantity. This is a negotiated source selection procurement that consists of the submission of price and technical proposals. The NAICS for this procurement is 561210 with a size standard of $20 Million. This is not a request for proposals and no solicitation is available at this time. The Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Market research is being conducted to determine interest and capability of potential sources from any 8(a), HUBZONE, or Small Business firms for this requirement. Do not submit capability statements; instead, companies wishing to respond are invited to go to the web site at http://esol.navfac.navy.mil to download the associated market survey file. A more comprehensive description of the requirement will be provided with the market survey, as well as instructions for submission of the survey itself. The due date for responses is November 27, 2001.
