Description

The Federal Highway Administration plans to make award to=20 Mr. Charles J. Nemmers, Incorporated to conduct eight (8) sessions of a 3 ? day course entitled ? Federal-Aid 101? and to develop a cadre of FHWA employees who will eventually serve s primary FHWA instructors for Federal-Aid 101. Mr. Nemmers is one of the two individuals involved in the development of this course through the University of Missouri. He has an extensive background of over 30 years of administering the Federal-Aid Highway Program. Mr. Nemmers worked with the staff of NHI to design and deliver this course to FHWA specifications, including incorporating adult learning principles into the design and delivery. Because Mr. Nemmers has an unique understanding of the FHWA culture, work styles and the processes and challenges of the Federal-Aid program, Mr. Nemmers is the only known source that can provide these services for the FHWA. Because of the level of expertise that only Mr. Nemmers brings to this course, it is imperative that FHWWA contact with Charles Nemmers, Incorporated. No other known source possesses the expertise required to conduct the sessions. This is a Simplified Acquisition and the anticipated award date is on or about November 23, 2001.
