Description
North Florida/South Georgia Veterans Health System, Department of Veteran Affairs Medical Center, Gainesville, FL intends to award a contract for Project #573-01-105, Replace Elevators Building 1, E Wing. Contractor shall furnish all necessary labor, materials, engineering, tools, and equipment required to perform repairs and refurbishment services, including new components for existing government owned elevators P-7 and P-8 to include one year warranty period and maintenance period services. Estimated cost range is between $250,000 and $500,000. The Government intends to award a firm fixed price contract in accordance with all terms, conditions, provisions, specifications, and schedules of the solicitation, pending the availability of funds. The contract award will occur in the second quarter of Fiscal Year 2002, estimated to be on or about December 31, 2001. The solicitation will be conducted in accordance with FAR Part 14.5 Two-Step Sealed Bidding and shall be evaluated and awarded in accordance with FAR Part 14.3 and 14.4. Technical proposals shall not include prices or pricing information. In the second step, only bids based upon technical proposals determined to be acceptable, either initially or as a result of discussions, will be considered for award, and each bid must be based on the bidder=92s own technical proposal. Offerors should submit proposals that are acceptable without additional explanation or information. The Government may make a final determination regarding a proposal's acceptability solely on the basis of the proposal as submitted; and the Government may proceed with the second step without requesting further information from any offeror; however, the Government may request additional information from offerors of proposals that it considers reasonably susceptible of being made acceptable, and may discuss proposals with the offerors. A notice of unacceptability will be forwarded to the offeror upon completion of the proposal evaluation and final determination of unacceptability. One technical proposal shall be submitted by each offeror. Invitation For Bid (IFB) 573-16-02 is advertised as full and open competition under the Small Business Administration=92s Competitiveness Demonstration Program with NAICS: 235950 and a size standard of $11.5 Million. The solicitation will issue on or about November 23, 2001. The closing date for submission of technical proposals is December 26, 2001 at 2:00pm local time. No telephone or fax requests will be accepted. Hard copies of this solicitation will be issued to the first 15 requests. Offerors are advised that they are responsible for obtaining amendments. All questions must be in writing and faxed to 352-374-6117 to the attention of the Contracting Officer and shall be received at the issuing agency no later than 15 calendar days from the date this notice is published.
