Description

The Naval Research Laboratory (NRL-SSC) intends to negotiate a contract on the basis of Other Than Full and Open Competition IAW 10 USC 2304(c)(1). NRL will negotiate with Hammers Company, Greenbelt, MD, for support for both flight and ground software design for development and flight systems for the Sun Earth Connection Coronal and Heliospheric Investigation (SECCHI). The Contractor shall support the SECCHI instrument team to develop flight software for the Command and Data Handling (C&CH) system. The C&CH software task support shall include, but limited to, Housekeeping, Data Management, Command Handling, Instrument Control, Guide Telescope operation, Mechanism Control, Experiment Science Data Processing, and Experiment Housekeeping. Vendors who feel that they can provide the above services shall fully identify their interest and submit their capabilities to meet the above requirements within 15 days after the publication of this synopsis. Responses received after 15 days or without the required information will be considered to be non-responsive to the synopsis and not be considered. No telephone requests will be accepted in response to this notification. Only written information received directly from requestors will be considered.
