- Description
- The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida, intends to award an Indefinite Delivery, Indefinite Quantity contract for continuation of basic research for the development of unique mathematical and statistical algorithms on a sole source basis to Lockheed Martin Company (LMC), Electronics Parkway Building 7, MD 3, P.O. Box 4840, Syracuse, NY, 13221-4840. A five-year indefinite delivery/indefinite quantity contract is anticipated. The contract will be cost reimbursable, with provisions for both completion form and term form delivery orders. This acquisition is not suitable for full and open competition because only LMC has the unique knowledge base, facilities, and experienced personnel necessary to successfully conduct the work. The LMC key personnel have invested over four years in gaining the unique knowledge, insight a nd necessary skills. Additionally, the baseline algorithms developed by LMC represent many work-years under other LMC/DOD contracts and LMC s own independent research and development (IRAD). The algorithms are very sophisticated and require specialized knowledge to use properly, thus, another contractor can not easily or cost effectively duplicate them. Note 22 applies.
