Description
The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Evaluation will be performed in accordance with clause 52.211-6 Brand Name or Equal (AUG 1999) incorporated herein and made a part hereof. NASA/GRC plans to acquire one (1) Olympus Fluoview FV 300 confocal scanning system, or equal. The system shall include a scan unit, PC interface card, software package, and a Pentium IV based computer running Windows NT to accommodate the PC interface card and communicate with the scan unit. The scan unit shall couple a femtosecond pulsed laser to a Government-owned Leica inverted DMIRE2 microscope to allow techniques knows as two-photon microscopy and fluctuation correlation spectroscopy. It is critical that the scan unit be capable of "spot scanning" in addition to two and three dimensional scan modes. The salient characteristics of this unit that are critical to our application are as follows: (1) field number of 20 permitting image collection within a wide field of view; images may be scanned in any pixel array size up to 2048 x 2048. (2) three image scan speeds which permit user-control of the rate of image acquisition and image resolution. Slower scan speeds are recommmended for high resolution imaging or fixed or static samples, while faster scan speeds permit rapid recording of kinetic events. Point scan over time is also available. Rates for up to 3 channel;2048x2048: 10.83 sec/19.31 sec/36.93 sec.; 1024x1024:3.2 sec/5.31sec/9.57 sec.: 1024x768: 2.41 sec/4.00 sec/7.34 sec.; 800x600: 1.61 sec/2.65 sec/4.60 sec.; 680x480: 1.13 sec/1.79 sec/3.04 sec.; 512x512: 1.08 sec/1.69 sec/2.68 sec.; 320x240: 0.42 sec/0.63 sec/0.92 sec.; 256x256: 0.45 sec/0.59 sec/0.86 sec.; Line Scan: 0.18 msec per line; Zoom Range available through scanning 1x to 10x in 0.5x steps with panning through entire filed.(3) Imaging modes include XY, XZ, XYZ, Spot-t, line-t, XY-t, XZ-t, XYZ-t, Vector, line-Z, free-line Z, Vector Z, free-line-t, vector-t, and vector-Z-t.(4)Auto gain function permitting PMT adjustment, freeing the user from making initial sensitivity adjustments. In addition, the three user-selectable imaging modes include Kalman averaging and peak integration, permitting image optimization for a broad range of fluorescent samples. Intensity mapping, threshold and gamma control for each image permits optimized LUT display for all images. (5) The full 12 bit depth is maintained during image analysis calculations, and an 8-bit down-mapping can be implemented. Best available storage method in 12 bit Multi-Tiff format. Direct export of the images in a 12 bit or 8 bit TIF format and in AVI movie format is available for direct import of images into third-party software packages. and (6) Manual 5-position pin-hole wheel on scan unit (60, 100, 150, 200, 300 micron) Deliverables shall included all operations manuals for the system and the option for installation, integration of the system, and training for up to three persons. Evaluation of quotes will be performed in acordance with FAR clause 52.211-6 Brand Name or Equal (AUG 1999). The provisions and clauses in this RFQ are those in effect through FAC 97-27. This procurement is unrestricted and is open to all qualified responsible business sources. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than 11-20-01. It is the quoter's responsibility to monitor this site for the release of amendments (if any).
