Description

Naval Research Laboratory intends to award to Novocontrol America Inc., on other than full and open competitive basis, the purchase of a Novocontrol BDS 20 Universal Dielectric Spectrometer. Spectrometer includes a high-resolution dielectric ALPHA-N analyzer with built in high input impedance Broadband Dielectric Converter, a Pentium Computer with IEC-port and WinIMP software. Software includes Windeta for automatic dielectric measurements, Winplot plotting software, and Winfit for data analysis including non-linear curve fitting and transformations. Specifications are: measuring voltage: 0 to 3 Volts/100 milliamps; DC-bias voltage: +- 40V/100mA; impedance range: 0.1 to 10 to the 14th ohms; capacitance range: 1x10 to the -13th to 1 Farads; frequency range: 3x10 to the -6th to 3x10 to the 6th Hertz; and resolution: tan delta <3e-5. Sole source is based on unique property features needed to complete missions critical to NRL. See note(s) 22.
