Description
The OSC, in support of PM ARM, is seeking interested potential system integration offerors in a future solicitation that will be issued for an Advanced Precision Kill Weapon System (APKWS), which is currently a M151 2.75 inch rocket with a laser guidance c omponent, but, for simplicity, is herein referred to as a M151 guided 2.75 inch rocket. A multi-step approach is being considered. In conjunction with the RFP process, potential system integration offerors will be required to submit, at the offerors expen se, a limited number of M151 guided 2.75 inch rockets as bid samples for Government conducted, offeror supported, ground launched flight testing. In addition, the guidance component of the rocket(s)will be subjected to Government HWIL testing, non-destruct ive analysis. HWIL test data and ground launched flight data will be used to validate the offeror s all digital 6/DOF simulation. The rockets provided for ground launched flight-testing are to be telemetry equipped rounds. Delivery of the sample rockets to specified U.S. Government testing facilities is required o/a 15 Oct 2002. A randomly consecutive order basis will be utilized to determine the offeror s testing date on the range. Upon request, the Government may consider providing a limited number of ung uided M151 2.75 inch rockets to potential offerors for ground launched flight testing only, but offerors assume full responsibility and liability that the unguided rocket meets their specific needs. It is anticipated that the Government will also absorb th e costs incurred at the testing facilities. If the testing facilities require the offerors to have a contract, the OSC Procuring Contracting Officer will issue a separate no cost contract to each offeror to allow access to the testing facilities. All offer ors are required to pass specified testing criteria, as defined in the solicitation and/or separate document, in order to be eligible for award of any subsequent contract that results from the solicitation issued. Upon written request, a waiver from some/a ll testing may be granted to those system integration offerors who are, team with and/or subcontract with those contractors who are currently in the ATD phase of Low Cost Precision Kill (LCPK) and meet the specified criteria. Concurrently, a draft solicita tion will be issued o/a 28 Feb 2002, and a final solicitation will be issued o/a 1 May 2002 that will cover System Development and Demonstration (SDD) phase which shall be completed within 24 months from the date of award and is basically qualifying a M151 guided 2.75 inch rocket under a performance specification that has already demonstrated compatibility with the existing launch platforms and equipment, and has demonstrated government system safety acceptance, with options for: acquiring long lead materia ls/initial production facilities, engineering services, Low Rate Initial Production, the first year of full production, and acquiring a Technical Data Package. No GFM will be provided. In addition to provision of test hardware, a two-phased proposal approa ch will be utilized. Phase 1 proposals will be due o/a 28 June 2002 for design disclosure and test data to include a validated system simulation that is accompanied with a contractor validation report. Phase 2 proposals will be due o/a 15 August 2002 to in clude, but not limited to: technical approach, past performance information, corporate financial information, cost/prices, system engineering management plan, integrated master plan and schedule, system integration experience. Additionally, a team will vis it the system integration offeror s (team members/subcontractors) production facilities and conduct a producibility evaluation. Although multiple contract types may be employed, it is the Government s intent to Firm Fix Price the efforts described above to the greatest extent possible except for the SDD phase only. It is anticipated that the contract type for the SDD phase will be a Cost Plus Award Fee that is al so combined with milestone payments. Award date is currently scheduled for January 2003, or sooner. The draft and final solicitations as well as addressing any questions, when issued, will be available through the following web site: http://www.osc.army.mi l/ac/aais/ioc/ A subsequent production contract will be awarded on a Firm Fixed Price and sole source basis to the successful system integration offeror of the SDD contract provided the required performance is achieved and maintained. It is anticipated that the produ ction contract will be a five-year award term with a potential extension to another five years with successful performance against measured criteria. In addition to the guided M151 2.75 inch rocket, the production contract will be flexible to include a fam ily of other precision rockets that may include the current configuration M261, M264, M255A1, M229 M257, and M278 2.75 inch rockets, with or without a guidance component, system integration functions, technology enhancements, inventory upgrades, block upgr ades, and engineering services. Offerors are requested to submit any existing information (bulletins, brochures, etc) to Emil E. Maslanka at the address below that would: 1.describe system integration experience; 2. provide a brief discussion of various approaches utilized as a systems integrator to implement new enhanced technologies and/or solutions for major components from sources other than existing team members, subcontractors, etc; and 3.provide experience in rocket/missile production as well as a description of the production fa cilities. Submission of such pertinent information should be kept to a minimum. No proprietary information should accompany the response to this notice. Only written responses will be accepted. All information is to be furnished at no cost to the Governmen t. This is a sources sought notice only. A date/time/location notification of any pre-solicitation conference may be provided to those responding to this notice if circumstances warrant such a conference and is requested by the offerors responding to this notice.
