Description
PRE-SOLICITATION NOTICE -- Design-build (two phased) for the upgrade of the 34.5KV sub-transmission system. The Naval Training Center, Great Lakes (NTCGL) electrical service is provided via two 34.5 kV sub-transmission lines connected in a double loop configuration. The NTCGL loads are served from substations supplied by the 34.5KV lines. As presently configured, a fault on one line segment is sensed by both incoming services causing a base wide outage. The intent of this project is to create an electric system that improves the operating reliability of the 34.5KV sub-transmission system on the Naval Training Center, Great Lakes complex by providing automatic loop segment sectionalization. This will be accomplished by adding circuit breakers, controls, SCADA monitoring and control of all new switchgear, and a loop tie to the existing system. Specific attention shall be given to energy efficiency, reduced maintenance, and compatibility with the distribution and control systems at NTC Great Lakes, Illinois. Offerors will be technically evaluated in Phase I, and a maximum of three offerors will advance to Phase II. This notice is issued to gain knowledge of potential qualified sources that have experience with the type of work described in the above paragraph. Interested contractors are required to meet the size classifications 8(a), HUBZone 8(a), and HUBZone small business relative to NAICS Code 23510, size standard $11.5 million average annual receipts for preceding three fiscal years. Interested parties please response to this pre-solicitation notice by faxing a letter documenting their interest, qualifications in this work. Contractors shall identify any teaming arrangements proposed to complete the work. Interested joint ventures shall identify for each member of your joint venture whether the member is a Large Business, HUBZone, Small Business, Small Disadvantaged Business, Women Owned Small Business, Veteran Owned Small Business firms, and if applicable, HBCU/MI; and the value in terms of dollars of the work to be performed by each member of your joint venture. The government will evaluate your joint venture based upon the information you provide. Your qualification package must be received no later than 4:00 p.m., on November 23, 2001. The solicitation will be formatted as a Request for Proposals (RFP) in accordance with the requirements designated by the Federal Acquisition Regulations (FAR) part 15 for negotiated procurements utilizing source selection procedures of FAR 15.3, Source Selection and FAR 36.3, Two-phase Design-build Selection Procedures. This solicitation will consist of two (2) phases. The phase I pre-qualification solicitation package will be available on or about December 15, 2001, and will be available for viewing and downloading at Internet web address: http://www.esol.navfac.navy.mil. Phase I is the pre-qualification and technical submittal and will be evaluated to determine which offerors will advance to Phase II. Only those firms pre-qualified in Phase I will participate and advance to Phase II which requires a technical solution and a price proposal. For Phase I, the offerors will be evaluated on the following factors: Factor A Past Performance and Relevant Project Experience, which includes A1. Design Team Experience, and A2. Construction Team Experience; Factor B Technical Qualifications (Design/Construction and Management Approach), which includes; B1. Design Team Qualifications, B2. Construction Team Qualifications; B3. Management Approach, Construction Quality Control and Safety. Factor C Previous Small Business Subcontracting Effort. Phase II solicitation documents will be issued approximately 60 days after receipt of proposals for Phase I. The Phase II proposals will be evaluated on the offerors technical factors as follows: Factor A Past Performance and Relevant Project Experience, Factor B Technical Solutions, which includes B1. Design Solution Narratives, B2. Conceptual Site Plans; B3. Conceptual Building Designs; B4. Phasing Plan and Schedule, B5. Durability/ Maintainability/Quality of Materials. Factor C Small Business Subcontracting Plan. The government will award a contract after evaluation of Phase II proposals resulting from this solicitation to the responsive and responsible offeror, and determined by the government to be the best value to the government, price and technical factors considered equally. Offerors are advised an award may be made without discussion or any contact concerning the proposals received. The government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all offerors; to award the contract to other than the offeror submitting the lowest total price; and to award to the offeror submitting the proposal determined by the government to be the most advantageous to the government. Therefore, proposals should be submitted initially on the most favorable terms. Note: firms submitting technical and price proposals will not be compensated for proposal preparation costs. The estimated cost range of this project is between $3-5 million. In accordance with FAR clause 52.236-1, contractors will be required to perform 25% of the work with its own organization. All prospective offerors and plan rooms must register themselves on the web site. The official plan holders last will be created by registration on the http://www.esol.navfac.navy.mil web site. Amendments will also be posted on the web site for downloading. This will normally be the method of distributing amendments; therefore, it is the offerors responsibility to check the web site periodically for any amendments to this solicitation. Offers will not be publicly opened. The number of offers received, the identity of offers received, the amount of any offer or relative standing of the offers will not be disclosed to anyone until time of contract award. Note: Effective 5/13/1998, all contractors submitting bids, proposals or quotes on DoD solicitations must be registered in the central contractor registration (CCR) prior to award of the contract. The purpose of this database is to provide basic business information, capabilities and financial information to the government. This information will facilitate the governments transition to electronic commerce and electronic fund transfers for payment.
