- The Naval Education and Training Professional Development and Technology Center (NETPDTC), Pensacola, FL, has a requirement to provide sailors with the option of improving their basic academic competencies. This requirement encompasses delivery of academic skills courses via several different means; instructor led courses in a classroom setting, self-paced computer interactive centers supported by trained facilitators at Learning Centers, Mobile Centers, and at Partnered Learning Centers, and web enabled instruction. A fixed priced, Indefinite Delivery, Indefinite Quantity type contract is anticipated, under which task orders shall be issued. The base period shall consist of one year, with four one year options. The effective date of the contract is estimated at 1 Feb. 2002, or date of award, whichever is later. It is anticipated at this time that there shall be a 60 day ramp up period from the date of award until the start of contract performance. The contractor shall be responsible for providing instructors for the classrooms, facilitators for the interactive courseware, and the hardware and software necessary for the interactive courseware and for the web enabled instruction. Curriculum shall include but not be limited to English, mathematic, reading, and life skills. There will be data requirements as well. Performance shall be at various CONUS and OCONUS locations at U.S. Naval Bases. All responsible sources may submit a proposal which shall be considered by FISC Det. Phila. The RFP will be made available electronically upon its release at http://www.neco.navy.mil.
