Description
The U.S. Army Tank-automotive and Armaments Command is seeking potential sources to provide for the development of the Raptor system. A need exists for an obstacle system consisting of Advanced Hornet munitions and other components that can be employed to enhance early entry lethality and survivability, and support sustained combat operations. The system must perform defensive, security, flank protection and other combat missions, including rear area security. Envisioned is a system consisting of Advanced Hornet munitions, sensors, and communications that can implement obstacle intent, attack targets autonomously, initiate combat information reports and respond to remote commands. Raptor system obstacles will be employed by the Brigade to shape, control and retain terrain; to increase situational awareness; to facilitate precision operations; and to enhance the force s lethality, survivability. The Raptor system will be employed to detect, classify, count, track, and report the approach of enemy vehicles; arm munitions when directed to engage and destroy enemy vehicles; and render safe munitions when directed to allow friendly forces to maneuver through the obstacle. Raptor obstacles employed in a reconnaissance, intelligence, surveillance, and target acquisition (RISTA) role can provide maneuver commanders with a continuous source of information on enemy movements, to confirm information obtained from other sources or obtain information in areas or conditions where other systems may be ineffective. Raptor obstacles will be employed per the friendly commander s Operation Plan (OPLAN), scheme of maneuver and need for combat information. Raptor obstacles will be hand emplaced from as close as the Brigade Security Zone to depths as far as 50 kms from the Brigade Tactical Operations Center (TOC). Interested firms shall submit an electronic, White Paper of no more than 11 single sided, 8.5" x 11" pages, including a minimum of 1 page of graphics. The text shall be Microsoft Word 10 pitch, courier font. Any submission exceeding 11 pages will not be considered. White Papers must be submitted no later than 1600 hrs. EST 4 January 2002 . No extensions to this date and time will be granted. Request that all proposals be submitted in digitized format using either (1) a direct transmission via electronic mail or (2) 3.5 inch floppy diskette or compact disk sent via the U.S. mail or Federal Express, labeled with the file names and formats. Respondents who elect to submit White papers via e-mail, may also elect to encrypt their submission. TACOM-ARDEC presently uses commercially available public key encryption software called Pretty Good Privacy (PGP) software to digitally sign and encrypt their submission. Respondents are cautioned not to send executable file(s) as part of your submission. ARDECs' internet e-mail attachment policy restricts distribution of the following types of e-mail attachments: VBS, WSJ, EXE, COM, BAT, CMD, REG, SCR, JS, MSI, and MSP. Respondents are responsible to inquire with the PCO to assure that the White Paper electronic submission, has in fact been received by the PCO. This must be done by the date and time of receipt as provided above. White Papers should describe respondents technical concept and proposed approach to meeting the Block I (Core) Raptor requirements as described in the Performance Requirements Document (PRD) and other documentation which will be provided on a CD. Additional reference material required for the adequate preparation of a White Paper will also be provided on a CD. The PRD and other reference material addressed above, includes material containing restricted distribution statements. In order to be provided this material, firms seeking access to the material must submit a completed AMSTA-AR Form 1350, Technical Data Questionnaire with the signed and approved DD Form 2345, Export-Controlled Technical Data Agreement . The referenced forms can be obtained at http://procnet.pica.army.mil . Both forms must be provided to the POC below by Nov. 19 2001. Only when both forms, including the approved and signed DD Form 2345, Export-Controlled Technical Data Agreement, have been submitted to: U.S.Army TACOM-ARDEC, ATTN: AMSTA-AQ-APA, Dianna McGinley Contract Specialist, Building 10, Picatinny Arsenal, NJ, phone 973-724-4423 fax 973-724-7676. The PRD, and other reference material will be provided via CD mailed to requesters .The evaluation of the White Papers will be done using both a Go/No- Go process and a merit rating process. If the White Paper receives a Go rating it will then be evaluated against the merit criteria. A complete presentation of the evaluation process including all of the criteria, is contained in document, entitled White Paper Evaluation Criteria and Process which can be obtained at http://procnet.pica.army.mil. Interested parties should periodically check for amendments to this notice. The Government intends to conduct an Industry Day on 29 November 2001 (0730 hrs to 1630 hrs) to provide further guidance and answer questions regarding White Paper submissions. All questions must be submitted in writing using the Industry Day question form available at http://procnet.army.mil. The deadline for the submittal of questions is 1600 hrs.,7 Dec. 01. No extensions to this date and time will be granted. The responses to questions received at Industry Day will be provided to all requesters completing the process outlined above for limited distribution material no later than 17 Dec. 01. Copies of the briefing material presented at Industry Day will be provided via CD to attendees at Industry Day and prior if available . Due to the presentation of material containing distribution restrictions, NO FOREIGN NATIONALS/REPRESENTATIVES MAY ATTEND THIS INDUSTRY DAY DUE TO INCLUSION OF EXPORT CONTROLLED INFORMATION. ACCESS TO ANY MATERIAL THAT HAS A DISTRIBUTION LIMITATION, INCLUDING MATERIAL PRESENTED AT INDUSTRY DAY AND/OR ATTENDANCE AT INDUSTRY DAY WILL ONLY BE PERMITTED TO THOSE THAT HAVE COMPLIED WITH THE REQUIREMENTS TO SUBMIT A COMPLETED AMSTA-AR FORM 1350, TECHNICAL DATA QUESTIONNAIRE WITH THE SIGNED AND APPROVED DD FORM 2345, EXPORT-CONTROLLED TECHNICAL DATA AGREEMENT BY 19 NOV 2001, AS EXPLAINED ABOVE. No extensions to this deadline will be granted. Those not attending Industry Day and that have not submitted the AMSTA-AR Form 1350, Technical Data Questionnaire with the signed and approved DD Form 2345, Export-Controlled Technical Data Agreement as outlined above must do so to obtain any Industry Day briefing materials. Pre-registration using the above process is required. In addition, to the above process, attendees will be required to show a photo ID to be admitted. Attendees that have not pre-registered as addressed above, including the submittal by 19 Nov. 2001 of the AMSTA-AR Form 1350, Technical Data Questionnaire with the signed and approved DD Form 2345, Export- Controlled Technical Data Agreement, will not be admitted to Industry Day. The Government plans to release a draft RFP prior to Industry Day, with the final RFP released on or about 4 February 2002. The Government contemplates that the evaluation of the White Papers will result in the placement of multiple purchase orders for up to $100,000, each with a period of performance of sixty days. Any purchase order awarded will contain all applicable FAR/DFAR clauses. No extensions to the period of performance will be granted. The intended purpose of the purchase orders will be for the contractors to prepare a written proposal, consisting of Technical, Management, Past Performance and Cost sections for their approach as contained in the White Paper submission in response to the RFP. The Government anticipates that proposals prepared as a result of these purchase orders will be used as the basis for evaluation for the award of multiple 30-month contracts for Component Advanced Development (CAD). The Government intends to issue a separate synopsis for the issuance of both the Draft and final RFPs. The final RFP for these 30-month CAD contracts will be issued simultaneously with the award of the purchase orders. The final RFP will also provide an opportunity for anyone who did not submit White Papers or that was not awarded a purchase order to submit proposals for the 30- month CAD contracts. Only those offerors who have submitted White Papers and are selected for award of purchase orders will be paid for their proposals in response to this RFP. Others may respond as they see fit to the RFP and submit proposals for evaluation, but will not be paid for the preparation of those proposals. The final RFP will include the final evaluation factors for award of the 30-month CAD contract(s). The CAD awards (in general terms and subject to change in the final RFP) will be based on the meeting of a Go/No-Go criteria a Technical and Management Merit Rating, Past Performance Evaluation , and Cost evaluation to result in an award(s) that result in the best value to the government. It is anticipated that one or more, or a combination of CAD contractors, will be selected to proceed into System Development and Demonstration (SDD), and potentially into the Production Phase. Contractors are hereby notified that certain information in this program may be classified and a Security Classification Guide (SCG) is being processed You are further advised that certain information, for security reasons, is not releasable to foreign nationals/representatives due to inclusion of export controlled information. The final SCG and DD Form 254 will be included as part of the final RFP.
