Description
This is not a solicitation but market research to determine potential sources for Government evaluation. The Force Protection Systems Program Office (ESC/FD) wishes to identify sources for currently available remotely operated weapon mounting/firing stations for use by personnel engaged in force protection missions. The system, to be known as the Remotely Operated Weapon System (ROWS), shall consist of a remote-controlled weapon mounting/firing platform, display monitor, and weapon controller. The system shall have the following characteristics: 1) Must be all weather capable and weather protected; 2) At least 100 round capacity using 5.56 and/or 7.62mm ammunition (and associated weapon from existing weapons in AF inventory); 3) Must be capable of networking several platforms together to allow one operator to control multiple weapons, in turn, from one controller; 4) Positive control of weapon system such that a single person cannot operate the system without a second person authorizing the activation of the system; 5) System must allow for easy maintenance and change out of the government supplied weapon; 6) System must be controllable in azimuth and elevation, with the capability to physically limit fields of travel; 7) System must be simple to operate with minimal training; 8) The platform must be capable of being separated from the control station by a distance of at least 2000ft, with a dedicated cable connection between the control station and weapon platform; 9) System must be able to engage targets accurately at the maximum effective range of the weapon employed in the system; 10) System must be capable of shooting in all lighting conditions; 11) System must have a thermal imaging capability; 12) System should be tamper resistant; 13) The ROWS should facilitate the ability to rapidly add or improve capabilities that technology will offer over time with regards to weapons enhancement as well as target acquisition; 14) ROWS must have internal battery power to provide uninterrupted operation during commercial power outages; 15) The system shall be deliverable no more than 120 days ARO. Interested potential sources are requested to provide product specifications and details on how the product could meet the requirements listed above, as well as approximate unit cost. Contractors will indicate whether or not their equipment and services are offered through the GSA schedule or any other Government agency contract. Published GSA prices, discounts, and any quantity price break information should also be provided. If sufficient potential exists, ESC/FD may request product demonstrations to evaluate the most promising candidate(s), with a goal of establishing a product baseline for acquisition. The government will not reimburse the contractor for any cost associated with preparing or submitting a response to this notice. An Acquisition Ombudsman, Colonel Joseph P. Maryeski, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
