Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Offers are due in the designated contracting office by 11:00 a.m. local time, December 3, 2001. The solicitation, number 263-02-Q(AH)-0001, is issued as a request for proposals (RFP). The solicitation/contract will include all applicable provisions and clauses in effect through FAC 97-26. The North American Industry Classification System (NAICS) code is 492110 and the size standard is 1500 employees. This is not a small business set-aside. =20 NIH has a need for parcel ground delivery service, and will include package pick-up, sortation, and delivery to the 48 contiguous United States. The contract will consist of a one-year base period, and may include four additional one-year option periods. The NIH estimates that approximately 40,000, and perhaps as many as 80,000, parcels will be shipped per year. Contractor shall pick up designated NIH outgoing parcels from the loading dock of 301 North Stonestreet Avenue, Rockville, MD 20892-3333 between 4:00 p.m. and 4:45 p.m., Monday through Friday, for each week of this contract, excepting Federal Holidays. In the event of an unexpected large accumulation of parcels by NIH, additional, same-day pick-up times shall be arranged with the contractor. Contractor shall provide to NIH all equipment, supplies, and services necessary to process parcels for entry into the Contractor's processing system. For billing and reporting purposes, Contractor shall provide weekly activity reports and monthly invoices of NIH charges. Payment will be made by NIH, and received by Contractor, on a net-monthly basis. =20 Contractor will be selected based on offered services, rates schedule, service guarantees, ease of use, package accountability, past on-time performance, and the extent of participation by small disadvantaged businesses. Contractor shall submit a firm offer of at least standard pricing, including volume and other discounts. Offers shall detail descriptions of services offered, including pick-up times and policies, delivery schedules and guarantees, tracking features, and on-time performance record. Preprinted promotional materials are acceptable. Offers shall include contact information, as well as a brief description of services provided, for 3 accounts similar in size and scope to the NIH. A completed copy of FAR provision 52.212-3, Offeror Representations and Certifications- Commercial Items, is required as part of the proposal.
