Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Mr. Yuqin Zong, Gaithersburg, Maryland for research and service assistance for the NIST photometry project. The NIST Photometry Project is responsible for realizing and maintaining the SI units, the candela, and other photometric units such as the lumen (luminous flux), lux (illuminance), cd/m2 (Luminance) as national standards. NIST not only maintains the facilities for these units, but also conducts research on new measurement technologies required in industry. The Contractor shall assist NIST with the next task, which is to realize the total spectral radiant flux scale. This task is essential for evaluation of colors of light sources measured in an integrating sphere and evaluation of total power of UV light sources. These tasks require deep knowledge in photometry and colorimetry as well as expertise in optics, electronics, mechanics and mathematics. Deliverables shall be quarterly reports. Work shall be performed at the NIST Gaithersburg, Maryland site. The period of performance shall be one year from date of award of the purchase order. This is a sole source with Mr. Yuqin Zong because he has previous experience working on this project where he developed many of the hardware and software programs currently used. During this project, the contractor will need to modify the hardware and software programs of the photometric measurement facilities to implement new functions and capabilities to the facilities. Because of his previous experience working with the programs, he is the only individual who can perform the projected work with efficiency in the given time period. He also possesses the required advanced knowledge and experience in photometry and colorimetry and has co-authored two papers. This order shall be processed using Simplified Acquisition Procedures. A purchase order shall be awarded approximately November 26, 2001. Interested parties may submit a capability statement demonstrating their ability to perform the above requirements. This is not a request for competitive quotations. However, the Government will consider all responses received before the closing date. A solicitation document is not available. See Note 26.
