Description

NASA/GSFC plans to issue a Request for Quotation (RFQ) for services to develop software program that validates the match ozone loss analysis technique. This software will specifically perform an accurate error analysis and use trajectory mapping as the basis. The deliverable is a code that will operate using sonde lidar and satellite data sets as input functions. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase these services from Rice University, Houston, TX. Rice University is the only institution that has the trajectory mapping code, which they invented. Rice University will develop the software for sonde and lidar analysis and analyze the data from the 1999/2000 solve ozone sondes data set. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 21, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
