Description
UNICOR intends to enter into a one (1) year base, w/ four (4) option years if exercised. This is a firm fixed price requirements type contract for Fiberglass Board Insulation. The solicitation number is FN1067-01 and this solicitation is issued as an Request For Proposal (RFP). FOR PRE-CUT FIBERGLASS CORE MATERIAL. Following are the specifications: FIBERGLASS, 1 inch THICK 3.0 lb (DENSITY) BOARD, 13% BINDER (703H) WITH ONE LAYER OF FSK FACING AND A 1 inch THICK (703H) BOARD LAMINATED TO IT. All line items must be cut to actual size specifications listed in the non-material master item text. Material: Fiberglass board insulation. Variation in quantity: (+/- 5%). Additional specifications and estimated quantities will be available in solicitation document. Unit of measure is each. The minimum delivery amount for this requirement is $250.00/25 pieces and maximum will be $50,000.00/5000 pieces over the life of the contract. Items are to be delivered FOB Destination: UNICOR,FPI Schuylkill, I-81 & Route 901 Minersville, PA 17954. Delivery is 30 days after receipt of each delivery order. This is a full and open competitive Request for Proposal for FIBERGLASS 1 inch THICK 3.0 lb DENSITY BOARD, 13% BINDER (703H) WITH ONE LAYER OF FSK FACING AND A 1 inch THICK (703H) BOARD LAMINATED TO IT. Offerors are advised that the Government intends to evaluate offers and award on an all or none basis. Offerors shall submit signed and dated offers to UNICOR, Office Furniture Business Group, 320 First Street NW, 400 Building, 7th Floor, Washington, DC 20534, ATTN: Bid Custodian. This information shall be displayed on the outside of the envelope with the solicitation number and offer closing date. Fax proposals are accepted at 202-305-7363/7365, Attn: Bid Custodian, the fax cover sheet shall reference the solicitation number and offer closing date. All offerors must acknowledgment all amendments. Offers received after the exact time and date specified will not be considered. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer represents the best value to the government. The following factors shall be used to evaluate proposals: past performance, quality and price. A written notice of award or acceptance of an offer will be mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. The solicitation will be available on the UNICOR website at www.unicor.gov/procurement/profurniture.htm on or about September 6, 2001. No copies of the solicitation will be mailed. All responsible offerors may submit an offer, which will be considered.=20 FN1067- Amendment No.0003 COMMODITY: FIBERGLASS 1. This Amendment No. 0003 is issued to request for Finals Offers. Final Offers are due by November 9, 2001 at 2:00 P.M. Final Offers may be facsimile (FAX) to 202-305-7350/56 or hand carried or expressed mailed to Federal Prisons Industries, Office Furniture Group, 400 First Street, NW, 7th Floor, Washington, DC 20534-0001. Attn: Moses Pettigrew. 2. Late Final Offers are subject to the Late Submission, Modification and Withdrawals of Proposals Provisions of the solicitation in accordance with Federal Acquisition Regulations (FAR) 15.208(b). 3. Optional years are deleted in its entirety. As a result, the solicitation terms and conditions are amended to delete the base year and optional period. This requirement is change to a five (5) multiyear requirement term to include a Economic Price Adjustment (EPA). 4. All offerors who have submitted a proposal are provided an opportunity to submit revised pricing on this solicitation. All pricing or revisions must be recorded on this amendment No. 0003. 5. Section M is hereby amended to clarify the order of relative importance of the evaluation criteria as follows Past Performance=20 Specification Price =20 EVALUATION CRITERIA The evaluation criteria and subfactors are listed above and addresses the completeness of requirement and will be evaluated in the order of their relative importance. Note: Factors other than price or cost, when combined, are significantly more important than price or cost. Past Performance, Specification and Price: =20 Offerors are advised that the Government intends to evaluate proposals and award without discussions. Therefore, the initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. 6. Exception as provided herein and other terms and conditions of this solicitation remain unchanged. =20 =20
