- NASA/KSC plans to issue a Request for Offer (RFO) to purchase 500 gallons of Monomethyl Hydrazine (MMH), a rocket grade fuel utilized by the Space Shuttle, NASA spacecraft missions, and other users. The required fuel must conform to specification MIL-PRF-27404C, dated 01 October 1997. NASA/KSC intends to purchase the 500 gallons of MMH on a sole source basis from a foreign source, SNPE North America, Princeton, New Jersey. The fuel will be manufactured and produced in Toulouse, France. The 500 gallons will serve as a test sample to be used for qualification testing. If the fuel conforms to MIL-PRF-27404C, then the production plant will qualify as an alternate qualified source, to allow for contingency backup and continuity of MMH fuel support for the Space Shuttle program if and when the domestic plant is demolished, and no other supplier is available. The current supplier and only known qualified domestic source for MMH is Arch Chemicals, Inc., Lake Charles, Louisiana. A determination has been made to exclude Arch Chemicals, Inc. from this acquisition for the purposes of obtaining 500 gallons as a test sample. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 21, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Firm date for receipt of offers will be stated in the RFO. An Ombudsman has been appointed. See NASA Specific Note "B".
