- THIS IS A SOURCES SOUGHT. The U.S. Coast Guard is conducting market research to determine the existence and interest of possible sources to provide multi-mission boats to be used by the Coast Guard in up to 8-foot sea states. Missions include patrolling, high-speed response, boarding, and towing in a wide range of weather conditions. Preliminary requirements for this class of boats indicate that they need to have the following attributes: (a) Aluminum monohull construction with a prominent fendering system; (b) Hull length between 23 and 25 feet; (c) Beam not to exceed 8 ft 6 inches with fendering deployed; (d) Secure seating for four crew; (e) Crew protection from the weather, preferably with a removable top; (f) Weight with trailer no to exceed 7000 lbs with full fuel; (g) Speed of 40 plus knots with twin four stroke outboards; (h) 150 nautical mile range at 35 knots; (i) Stable in all conditions; (j) Complete complement of navigational and communication electronics; (k) Substantial fittings for towing aft, towing alongside and mooring; (l) Storage for 200 ft of towline, and anchor and 150 ft of anchor rode; (m) Storage for a 24 in diameter by 24 in tall pump container weighing 126 lbs; and (n) Fore and aft deck space for future installation of light machine guns. The Coast Guard is interested in having new boats constructed by the contractor and also in the possibility of the contractor providing a construction data package and licensing agreements to build these boats at a government construction facility. Government construction may or may not be concurrent with contractor production. Interested companies are encouraged to respond to this announcement as soon as possible with a "NOTICE OF INTEREST" and then follow up with a "COMPLETE RESPONSE" information. In the complete response, companies should provide a summary of their capabilities and their expected ability to meet the requirements above. Responses should include: a) name and address of the contractor and where the boats would be built;=20 (b) point of contact including name, title, phone and e-mail address; (c) size of the contractor, average annual revenue for the past three years and the number of employees; (d) description of the boats currently offered by the contractor that currently meet, or with minor modifications, might meet the above listed requirements; (e) indication as to whether the boat data package and licensing agreements are available for construction at a government construction facility; (f) preliminary estimates of the boat, data package and licensing costs; and (g) whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone Small business, veteran owned small business, or service disabled veteran owned small business. The NAICS code related to this acquisition is 336612. Submissions should be sent via mail, fax or e-mail to the above address. Companies are encouraged to make submissions via fax or e-mail due to current limitations on the postal system. E-mail submissions may include files in Microsoft Word format or Adobe Acrobat (*.pdf) format. Drawings may be submitted electronically in AutoCAD *.dxf or *.dwg format. Notices of intent to respond should be submitted no later than 9 November 2001. Complete Responses must be received not later than 19 November 2001.
