Description

NASA/JSC plans to issue a Request for Proposal (RFP) for fabrication of T-38 nacelle components. There are three separate skin panels that will be required. The following part numbers and quantities are required: P/N 75-11486-9, Gutter Skin, Lower Aft, thirty-five (35) each P/N 75-11486-10, Gutter Skin, Lower Aft, thirty-five (35) each P/N 75-11490-1, Nacelle Skin, LH, thirty-five (35) each The gutter skins are manufactured from 2024-0 aluminum alloy sheet 0.071 inches x 16.0 inches x 41.0 inches. The gutter skins are heat treated to T-42 condition after forming and require chemical milling to a thickness of 0.032 inches in selected areas. The gutter skins are expected to be produced by the drop hammer forming process. The nacelle skin is manufactured from 2024-0 alclad aluminum sheet 0.063 inches x 36.0 inches x 63.0 inches. The nacelle skin is heat treated to T-42 condition after forming and requires chemical milling to a thickness of 0.032 inches in selected areas. The nacelle skin is expected to be produced by the stretch forming process. Drawings and loft data for all part numbers are available. Drawings will be provided as paper copies and AutoCAD) files. Loft data will be provided as coordinate data and in IGES format. The release of a solicitation for the fabrication of T-38 nacelle components is anticipated in November 2001. There will be a basic contract for three (3) each of the parts listed above. There will be an option for a maximum of 32 additional parts of each listed part number. The delivery of three (3) each of the part numbers listed is required ten (10) weeks after contract award. This delivery shall complete the basic contract. The option, if exercised, will be awarded no later than May 31, 2002. If the option is exercised, the delivery of the parts will begin eight (8) weeks after the option exercise date. Tooling, if required, will be considered part of the base price of the contract and will be priced separately. The offeror's experience in manufacturing similar components is critical. The Government intends to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 336413 and 1,000 employees, respectively. The DPAS Rating for this procurement is DO-C9. The provisions and clauses in the RFP are those in effect through FAC 97-27 . All qualified responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFP is on or about November 26, 2001 with an anticipated offer due date of on or about December 21, 2001. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
