Description

The Department of the Navy, Fleet and Industrial Supply Center-Jacksonville, FL (FISC JAX), intends to solicit proposals for an OMB Circular A-76 Cost Comparison Study. This is the second notification (Per CBD original notification: 50W1D7, 8-28-01). The purpose of the study is to determine the most efficient and cost effective method of providing Administrative Support Services for Naval Air Station Joint Reserve Base and Naval Support Activity, New Orleans, Louisiana. Government personnel are currently performing these services. In accordance with OMB Circular A-76, the offer determined to represent the best value to the Government will be compared to the Government's proposal to perform the services listed below. Commercial proposals will not result in a contract if Government performance is determined to be more advantageous. These services shall include the following functional areas: Administrative Support Services, Postal Operations Support Services, Comptroller Support Services, Public Affairs Office Support Services, Supply Plans and Operations Support Services, Personal Property Office Support Services, Traffic Management Support Services. These services are in support of two different bases, NAS JRB and NSA listed above,located in the New Orleans area including both Navy and Air Force personnel. Administrative support services are broad in scope for each of the above listed functional areas. This acquisition will be conducted under North American Industry Classification System (NAICS) Code 561110, which establishes $5 million as the threshold for small business size. This is a firm-fixed price effort with a base year (includes a 90-day transition period)and four one-year option periods. Evaluation will be based on a formal source selection plan, criteria to be provided in the solicitation. The projected date for issuance of the solicitation is 03 Dec 2001. Copies of the draft Performance Work Statement may be downloaded from the Federal Business Opportunities Website, please respond by no later than 13 November 2001 with any comments/questions regarding the draft Performance work statement. Copies of the solicitation and finalized Performance Work Statement shall be made available approximately on or after 03 Dec 2001 and can be obtained at the following Web Sites : Federal Business Opporunities website or www.neco.navy.mil. No paper solicitations will be issued and interested parties are responsible for monitoring these sites to download the solicitation and any amendments there of.
