Description
The Bureau of Reclamation is undertaking an Integrated on-Farm Drainage (IDFM) modeling project at Red Rock Ranch, near Five Points CA, which is southwest of Fresno. This project consists of evaluating flow and transport processes resulting from reuse of drainage water at the ranch. The results of this project will be applied to planning, design and management of drainage water and salinity control systems throughout the western side of the San Joaquin Valley. To achieve this goal, it is essential that the selected numerical model fully couple surface and subsurface flow regimes and be based on the control-volume finite element approach. Linkage of the flow regimes is based on requirement of head and flux continuity along the flow regime interfaces, and development of a single matrix system for the surface and subsurface flow equations. The ideal model will consider water flow on the two-dimensional land surface, and in the three-dimensional subsurface under variably saturated conditions. The model must also handle salt transport in both surface and subsurface flow regimes. Incorporation of tile drain flow and evapotranspiration processes specific to the San Joaquin Valley will be required. The contractor will provide training in application of the model to Reclamation staff. This acquisition is a competitive Request for Proposals using full and open competition, to which the Price Evaluation Preference for HUBZone small business concerns applies in accordance with FAR 19.1307.
