Description
66 -- The United States Special Operations Command (USSOCOM) is seeking a one-man portable non-developmental, Commercial-Off-The-Shelf (COTS) decontamination system capable of neutralizing chemical, biological warfare agents and toxic industrial materials from special operations ground, air, and maritime platforms, equipment and cargo. This sources sought seeks responsible potential sources and obtain information that fully explains vendors' existing decontamination system. USSOCOM may award a contract to procure approximately 60 systems along with required decontaminate. Decontaminate replenishment quantities and repair parts have not yet been determined. Vendor will be required to provide new equipment operation and maintenance training classes at location TBD. Constraints: Required Delivery Date is fifty-percent of quantities 30 days after contract award and remaining fifty-percent 60 days after contract award. A lightweight, man-portable system means one man must be able to carry and operate system. System must be capable of autonomous operation in remote locations without access to infrastructure support. Use an non-aqueous decontaminate that detoxifies, chemical, biological, and toxic industrial chemicals/compounds from special operations forces sensitive equipment and platforms without the side effect of being degraded due to excessive corrosion and moisture. System must decontaminate agents with greater efficacy than current systems in the field like the M13 DAP and M17 Sanator. This system must weigh not greater than 30 pounds when loaded with a supply of decontaminate. Request that any party interested provide: a) a Technical Description of five or fewer pages; b) two Summary Charts describing their decontamination system concept; c) summarized decontamination test results against an agent matrix (indicate organization that conducted/validated tests); and, d) a pricing and availability listing for their product. Once more information is available, we may request detailed estimate to provide operator and maintenance training. The NAICS for this effort is 334513 and the small business size standard is 500 employees. Format for the technical description, summary chart, test results, and pricing list is Microsoft Word/ Power Point and Excel. The information provided in response to this announcement may result in the Government developing a Request for Proposal. Failure to participate in this sources sought will not preclude offerors from participating in any follow-on Request for Proposal. The Government will not pay for any effort expended or any material provided in response to this announcement nor will the Government return any data provided.
