- Description
- The Naval Surface Warfare Center Dahlgren Division intends to award a contract for a quantity of 246 each Highpass Filters meeting the following specifications: Passband 7.0-17.0 GHz; Passband Insertion Loss 1.0 dB maximum; Passband VSWR 2.0:1 Maximum; Stopband Rejection DC to 6.5 GHz, 50 dB minimum; 3 dB cutoff at 6.85 GHz maximum; Maximum Input Power Handling of 2 Watts CW, 10 watts peak; Input/Output Impedance 50 Ohms. The mechanical specifications have to comply with drawing no. 21-5632-01, which is available on the World Wide Web at http://www.nswc.navy.mil/supply under Procurement Division. The item to be purchased must comply with the above drawing because of pre-existing, custom bent, semi-rigid cables that have been designed and manufactured to fit the dimensions of this filter. The procurement of a filter with a slight difference in the mechanical characteristics w ill ruin the fit of the custom cables that were ordered. This requirement will be evaluated on a Best Value Basis. Each offeror will be evaluated to determine if their quotation meets the minimum requirements as stated. The Government will use two elements to evaluate the value of offers received, past performance and performance: (1) PAST PERFORMANCE -- each offeror shall provide the name and points of contact of at least the last five sales to whom they have provided the same or similar equipment. References will be asked to rate product quality, timeliness of delivery, product support, and cost control. If the vendor has sold similar equipment to NSWCDD, the past performance will be considered one of the five. Information on past performance from sources other than those references provided by the offerors may be used for past performance evaluation. Past Performance will account for approximately 67% of the total evaluation. (2) PERFORMANCE- will be judged to determine whether the proposed ability of the product exceeds the minimum requirements for insertion loss, stopband rejection and passband VSWR 2.0:1 Performance will account for approximately 33% of the total evaluation. The Performance and Past Performance evaluations will be based on an adjective rating system using the ratings: excellent; good; acceptable; and unsatisfactory. Price is not scored in this evaluation and is not considered the most important evaluation factor. The importance of price as an evaluation factor will increase with the degree of equality of the quotations in relation to the remaining evaluation factors. After evaluation of the technical and price proposals, cost may be the deciding factor for selection, depending on whether a highly evaluated technical proposal warrants the evaluated price difference.
