- PURCHASE SPECIFICATIONS FOR PRODUCTION CHILLING CHAMBER 1. SCOPE: This specification is for the purchase of an industrial grade, extreme low temperature, chest-type, production chilling chamber, herein call the freezer, to be used for long term, low temperature storage of annealed sheet aluminum. It will also be used for the post-heat treat chilling of steel aircraft parts to induce precipitation hardening, for stress relief, and for dimension stabilization. This freezer will be located in a non-air conditioned heat treating facility where ambient temperatures regularly reach 95 degrees F with relative humidity that exceeds 90%. 2. APPLICABLE DOCUMENTS: None 3. REQUIREMENTS: 3.1 Requirements: The freezer shall be new and unused, capable of performing its intended function in accordance with the operation and performance requirements specified herein. 3.1.1 Safetv and Health Requirements: Covers, guards, or other safety devices shall be provided for all parts of the machine that present safety hazards. 3.1.2 Prohibited Materials: Asbestos, mercury, lead, freon, or polychlorinated biphenyl (PCB) shall not be used in any part of the machine. 3.2 Utility Requirements: 3.2.1 Electrical System: The freezer shall be powered by 460 volt, 3 phase, 60 Hz. power. All electrical components shall be housed in a NEMA 12 electrical enclosure. Oil tight operational switches and status indicating lights shall be provided. 3.3 Construction: The freezer shall be constructed of parts which are new, without defects, and free of repairs. The structure of the machine shall withstand all forces encountered in operation at its maximum rating and capacity without permanent distortion or failure. 3.4 Freezer: The freezer shall consist of, but is not limited to, the following: 3.4.1 Chest: The chest shall have a minimum capacity of 21 cubic feet. The minimum internal length shall be 60 inches and the minimum internal depth shall be 26 inches. 3.4.1.1 Internal liner: The internal liner shall be type 304 stainless steel, continuously welded construction. 3.4.1.2 External fabrication: The exterior shall be made of formed, cold rolled steel. It shall be primed and painted with enamel in the manufacturers standard color. 3.4.1.3 Insulation: Urethane insulation shall be used to provide the necessary thermal isolation between the work space and the ambient environment. 3.4.1.4 Lid: The lid shall be full-opening with gas spring assist and silicone gaskets. Electric mullion heaters shall be installed in the chest lid and walls to prevent moisture formation on the cabinet exterior surfaces. Heavy duty hinges and adjustable, chrome plated, cam type latch assemblies for positive closure shall be provided. 3.4.2 Refriqeration system: A refrigeration system shall be provided which meets the performance requirements specified herein (see para. 3.4.4) 3.4.2.1 Condenser: An air-cooled condenser shall be provided to transfer heat removed from the work space to the environment. 3.4.2.2 ComDressor(s): Compressor(s) shall be accessible semi-hermetic and shall be spring mounted to reduce vibration in the system 3.4.2.3 ComDonent availabilitv: All refrigeration components shall be commercially available from local refrigeration wholesalers. 3.4.2.4 ComDressor ~rotection Dackaqe: High-pressure automatic reset controls shall be provided for each compressor. Motor overload protection with automatic reset shall also be provided. A 5-minute delay circuit shall provide high pressure startup protection in the event of momentary power interruptions. 3.4.2.5 System qauqes: High and low side pressure gauges for monitoring system efficiency shall be provided. 3.4.2.6 EvaDorator: The system evaporator shall be mounted in a plenum outside of the work space dimensions for space efficiency and protection. The evaporator shall be designed and matched to the refrigeration system for maximum efficiency. 3.4.2.7 Air circulation: Mechanically convected airflow, at a minimum velocity of 150 fpm, shall be maintained to transfer heat from the load to the evaporator located in the plenum. 3.4.3 Controller: A digital indicating temperature controller shall be provided. 3.4.4 Performance: The freezer shall meet the following performance requirements: 3.4.4.1 TemDerature ranqe: The operating temperature range for freezer shall be ~0 degrees F (-40 degrees C) to -120 degrees F (-85 degrees C). 3.4.4.2 TemDerature recovery: The freezer chamber air temperature shall re-stabilize at -120 degrees F (-85 degrees C) within one hour after insertion of 85 pounds of steel entering at +75 degrees F (+24 degrees C). 4. QUALITY ASSURANCE: 4.1 Examination: The freezer shall be visually examined at destination to verify its compliance with the requirements of this specification. Manufacturer's performance and operational test documents will be reviewed to determine compliance with the performance requirements of this specification. 5. TECHNICALDATA: 5.1 Commercial Manuals: Each freezer shall include an operator's manual containing safety instructions, operating instructions, preventive maintenance instructions and schedules. A maintenance manual containing mechanical and electrical maintenance/repair instructions shall be provided. The maintenance manual shall include: installation and startup instructions, troubleshooting procedures, and an illustrated parts breakdown with parts list. 5.1.1 Additional CoDies of Manuals: A total of (4) copies of commercial manuals described in paragraph 5.1 shall be provided. 5.2 Performance and oDerational tests results: Two copies of the manufacturer's standard performance and operational test results shall be furnished with the freezer to document the freezers compliance with the performance requirements in this specification. 6. DELIVERY: 6.1 ShiDDinq: The quoted price shall include crating for domestic delivery and ground transportation via the manufacturer's standard delivery means for domestic delivery. 6.2 Delivery: The freezer shall be delivered to the Naval Air Depot (NADEP) located at Naval Air Station, Jacksonville, FL 32212-0016 Only written request via facsimile would be accepted.
