Description

The TVA intends to conduct a detailed Flood Risk Evaluation. The purpose of the Flood Risk Evaluation is to establish changes in flood risk that would occur as a result of operational changes which may be proposed. The Reservoir Operations Study will be performed within the framework of the National Environmental Policy Act and will result in an Environmental Impact Statement. The Floor Risk Evaluation will be primarily based on a hydrologic computer model capable of performing detailed simulations of the Tennessee River system which effectively capture TVA's operating policy in both flood and non-flood situations. Offerors must meet the following minimum qualifications: recent experience in conducting detailed simulations of large reservoir systems; expertise in developing mathematical expressions describing reservoir operating policy; experience in large system hydrologic data analysis, manipulation, and documentation; and expertise in discharge and elevation frequency analysis. In addition, offerors must have key staff members registered as Professional Engineers in all TVA states, which include Tennessee, Virginia, North Carolina, Georgia, Alabama, Mississippi, and Kentucky. Offerors will be expected to attend a mandatory pre-bid meeting to be held in Knoxville, Tennessee.
