Description
This modification continues information for the Broad Agency Announcement for the Joint Technology Office High Energy Laser Program. WHITE PAPER EVALUATION: White Papers will be evaluated based upon the following criteria. The relative importance of each criteria is the same as listed for the full proposal submission in this BAA. Offerors will be notified of the results of the white paper evaluation. If proposing on more than one of the topic areas, a separate White Paper shall be furnished for each To pic proposed. Any proposed options should be Rough Order of Magnitude (ROM) priced separately in the cost section. EVALUATION CRITERIA The following criteria will be used for evaluation of both the White Paper submissions and the Full Proposals and are as follows. Each proposal will be objectively evaluated on its own merit against the stated criteria. Criteria 1 is the most important. Criteria 2 is the second most important and is significantly more important than Criteria 3 & 4 which are of equal i mportance. The combined review evaluation of Criteria 1-4 is significantly more important than Criteria 5. CRITERIA: 1. Overall Scientific and/or Technical Merit to include innovative potential, technical approach/design, keeping to state of the art, an d utilization of any ongoing work in the topic area; 2. Offeror s record of relevant corporate experience and past performance which includes identification of current and/or past record of work of the same or similar nature in the topic area and plan for effort and milestones plan; 3. Offeror s Personnel Capabilities/Qualifications, Equipment, and Facilities or unique combinations of these which are integral factors for achieving proposal objectives; 4. Proposal Fit and Approach to Topic/Proposal Risk to s how how proposed efforts fits with the topic area; 5. Cost and Schedule Realism and Reasonableness to include discussion of the plan for the effort to be completed within cost proposed and schedule identified. Awards will be made to the proposals determin ed to best meet the evaluation criteria (technical/cost tradeoff) and meets the Joint Technology Office's mission requirements. PHASE II FULL PROPOSAL SUBMISSION. Offerors who did not submit a white paper may still submit a full proposal. Offerors shall use electronic email to submit their full proposals. Proposals must be received by email on or before 10 January 2002 by 2:00PM Eastern Standard Time (EST).. Email address is: janet.thodos@dtra.mil. Emailed copies must be followed within 5 business days with a hard copy of the proposal and the required disk as stated below. Hard copies of the proposals should be mailed to the Defense Threat Reduction Agency/AL(Attn: Janet Thodos), DTRA Annex, 8725 John J. Kingman Road, MSC 6201, Fort Belvoir, VA 22060. Handcarried or faxed proposals will not be accepted. Full Proposals received after the closing date/time will not be accepted or considered for award. Proposal Format: Information or data contained in a full proposal deemed proprietary by the offeror should be clearly marked. Proposals shall consist of two volumes: Volume I- Technical/Management, and Volume II- Schedule/ Cost. The page format shall be 12 point or larger type, single spaced, one inch margins, single sided, 8.5 by 11 inch pages . Unnecessarily elaborate brochures or presentations beyond that sufficient to present a complete and effective proposal are not desired. The page limitation for the technical/management proposal includes all information (i.e., indices, photographs, foldou ts, appendices, etc.). The maximum total length of Volume I is twenty (20) pages. The maximum total length of Volume II is fifteen (15) pages. Technical/Management Volume: Volume I -- This section of the proposal must be organized as follows: : 1) Project Title: 2) Project Technical Topic Area: 3) Organization: 4) Project Abstract: Briefly describe the proposed technical effort, including a succinct statement of the technical objectives and approach (not to exceed half a page). 5) Background: Provide a general description of the problem to be addressed as it relates to current military needs. Describe prior and current work related to the proposed effort and ho w experience in that area is relevant to the proposed effort. Provide appropriate literature citations, including those that document the offeror s previous work in the proposed technical field. 6) Statement of Work (SOW): Clearly identify the technical o bjectives and work tasks of the proposed project, provide a detailed discussion of the tasks necessary to accomplish the proposed effort and how they relate to the technical objectives. Identify major risks, their impact, and proposed means of mitigating them. Describe the products and significant technology resulting from the proposed effort. List expected deliverables to include: reports, papers, and equipment that will result from the project. Describe the expected payoff of the results of the propose d effort. Identify primary technical and management personnel associated with the effort. Briefly describe the research facilities and equipment to be used to carry out the proposed effort and whether or not they exist and are available or must be built. One page resumes should be attached for key technical personnel. These should be included as Annex A to the formal proposal and will not count against the proposal page limitation. List the single point-of-contact, i.e., the principal investigator, for t he proposed effort, to include address, e-mail, and phone numbers. Include a short biography of the principal investigator, emphasizing his or her qualifications on the proposed effort. Also, include similar information without the biography for the finan cial and contracting point of contact. Cost/Schedule Volume, Volume II: Provide a cost breakout and a cost/schedule timeline to serve as a financial and schedule baseline. This baseline will be used to measure progress. The cost breakout should deline ate all costs at the phase/subtask level. The schedule should provide resolution of each task linked to key milestones identified in the SOW. Monthly cost and schedule reports will be required during the execution of the project, to include an estimate f or percent complete on each task, and the actual amount spent on each task both for the current month and also in total to date. If the proposed effort is to be leveraged against on-going or planned efforts, indicate how the efforts are related and how th ey will be kept separate and identifiable. Other Cost Information Required -- The cost proposal must include detailed supporting cost schedules and breakdowns for the phases identified in the statement of work by task and subtask and in total. Labor costs are to be provided by labor category with a breakdown of each category's proposed hours and rates. Fringe Benefits, Overhead rates, G&A and fee rates proposed must be specified along with the base to which the indirect rates are applied. Proposed travel must be identified and travel costs are to be itemized by airfare, local travel, per diem and miscellaneous expenses per traveler per destination. Equipment and supplies are to be itemized. Any facilities, equipment or any other non-monetary resources tha t are required of the Government are also to be itemized. Subcontractor proposals (if applicable), including pricing rate detail, should be provided with the prime contractor's submission. Restrictive Marking On Proposals: Any proprietary data that the offeror intends to be used only by JTO for evaluation purposes must be identified. The offeror must also identify any technical data contained in the proposal that is to be treated by the Government as Government purpose data. In the absence of such ident ification, it is assumed the Government has unlimited rights to all technical data in the proposal. The offeror is advised that portions of the proposal may be subject to release under the Freedom of Information Act. Special Considerations: Data rights to the tasks accomplished with exception of data patented prior to initiation of the contracted project shall belong to the Government. Proposals must identif y Government Furnished Equipment (GFE), facilities, and Government Furnished Information (GFI) required to execute the tasks proposed. If the proposed work involves use of Government-developed technologies, concepts, or facilities, the effort/teaming must be described in the proposal and documented in a signed memorandum of agreement between all parties involved. The proposal will clearly indicate which task(s) are to be performed by the offeror and which task(s) are to be performed by the Government. Da ta Deliverable Information: The following deliverable information is being furnished to potential offerors in order that they may be aware of the data requirements in pricing their cost proposal. Expected deliverables: 1) Monthly progress reports, contr actor format acceptable, providing a brief summary of technical milestones achieved and major successes/major problems to be accomplished. This report must contain an updated schedule (Microsoft project format) and a cost schedule status report identifying current obligations and expenditures tied to project activities. This report is to be sent electronically to the JTO (email address would be provided at contract award) with a separate copy electronically mailed to the Contracting Officer's Technical Rep resentative (COTR). The report will be due at the JTO five days after the end of the month. Reports shall be submitted even if no appreciable activity has occurred that month. 2) A formal technical report will be due at completion of the contracted eff ort. A draft of the technical report must be provided, in MS Word format, to the JTO no less than 30 days prior to completion of the project for review and approval. No publication of reports will occur prior to final JTO review and approval. After appr oval, the contractor will provide an electronic ready-for-publication copy of the final technical report to the JTO; 3) At completion of the project, the contractor will prepare a formal oral presentation concerning technical accomplishments. 4) As part o f its planning, programming and budgeting process, the JTO may require additional formal reports or additional formal briefings at various points within the contract period. It is expected that at least one formal briefing will be required in the fall. N ote: All reports, briefings, on site reviews, or other input will be used as input for the decision of option year funding and other decisions. PROPOSAL EVALUATION OF FULL PROPOSALS -- Full Proposals submitted in response to the BAA will be evaluated and awarded based on the evaluation criteria listed previously in this BAA. OTHER INFORMATION Awards will be subject to availability of funds. The Government reserves the right to: 1) select for award all, some, or none of the proposals received, and 2) incr ementally fund the award.
