- Description
- This is a pre-solicitation notice identifying the government's intent to procure a Fire Training Simulator as described herein. The pending solicitation will be 100% set aside for small businesses. The govenment intends to release the solicitation on or about the week of 13 Nov 01. Award will be based on Best Value using Technical Capability, Past Performance and Price evaluation factors. Fire Training System (FTS) Specifications: I. General Requirement: 1. The contractor shall provide all labor, tools, equipment, materials and supervision to provide a fully operational propane Fire Training Simulator (FTS) and install the FTS in a fire training facility located at Langley AFB, VA. Installation of the FTS shall include any necessary building modifications (e.g. electrical, mechanical, plumbing, structural, site preparation, obtaining all permits etc.) and utility connections (see paragraph V below). The contractor shall dispose of all debris related to the installation work. The government will determine the rooms where the FTS components will be installed; the contractor will determine the specific locations within the selected rooms. 2. The FTS System shall include the following minimum quantities, features and components: i. One (1) flashover effect ii. One (1) Interior Structural Fire Simulator that simulates either residential furniture (e.g. bed, couch, kitchen cabinet etc.) or an appliance (e.g. stove) iii. One (1) smoke simulator (non-toxic) II. FTS Components: Each component of the FTS System shall meet the following minimum requirements: 1. Comply with NFPA86 and UL 508. 2. Be certified by a nationally recognized testing laboratory, such as Intertek 3. Registered with OSHA-NTRL 4. Comply with OSHA 29 CFR 1910.7 III. FTS System: All components combined shall constitute the FTS ?System? and shall meet the following minimum requirements: 1. Require no more than two (2) operators to operate and monitor the system 2. Ignition of all components (either simultaneously or individually) shall be capable of being ignited from a single control point; 3. The single control point of the FTS shall be capable of controlling all system features 4. Be capable of both manually (i.e. operator controlled) and automatically (i.e. no human intervention required), turning off the system and extinguishing the fire upon detection of unsafe conditions (e.g. dangerous accumulation of gas or excess heat) 5. Have a ventilation system that vents any excess gas to the outside of the facility 6. Have a standard commercial warranty 7. Have a Mean Time Between Failure (MBTF) at least 300 hours 8. Have a maximum Mean Time to Repair (MTTR) of 2 hours 9. The system shall allow the operator / instructor to extinguish the fire by remote control once the operator/instructor has determined that the objectives of the training scenario have been met IV. Services: 1. The contractor shall provide training for up to ten (10) FTS operators 2. The contractor shall have telephone technical support available Monday through Friday (excluding Federal Holidays) from 9:00am to 5:00pm EST throughout the warranty period. 3. The contractor shall provide at least ten (10) copies of operator and maintenance manuals. V. Utilities: The government will provide propane gas tanks; the contractor shall be responsible for making the connection from the propane gas tank(s) to the FTS. The contractor shall also be responsible for making the connection from the existing location of the electrical lines to the Fire Training Facility. VI. Period of Performance: The contractor shall complete installation not later than 90 days from award of purchase order.
