Description
The National Institute of Neurological Disorders and Stroke (NINDS) of the National Institutes of Health, Intrammural Research Program, proposes to contract with Telefactor Corporation, Union Hill Bldg, 1094 New Dehaven Ave, West Conshohocken, PA 19428 for a Aurora Deluxe 32 Channel Digital PSC Recording and Review System. The system and the components of the system are defined as commercial in accordance with FAR Part 2. The requirement and shall be procured in accordance with the test program for using simplified procedures for certain commercial items as authorized in FAR 13.5 using simplified procedures for commercial acquisitions. The Intramural Research Program is committed to providing research collaboration and diagnostic polysomnographic recordings to the entire NIH patient population. A rather significant volume of polysomnographic data has been accumulated with the existing older model Telefactor DEEG system. It is important to maintain continuity in terms of the data acquisition and analysis format. Any other type of system would not read or analyze the accumulated data because the data format is different and not interchangeable. It is also essential to purchase the equipment from the same manufacturer, in order to obtain additional upgrades without having to purchase a entire new system. The single recording system includes the following components: 1) Panorama TM Digital Video/Audio Recording (including the camera); 2) Drawer Mounted 30 Gbyte Drive with Docking Bay; 3) Photic Stimulator (clinical, rackmount unit, computer controlled); 4) Review Workstation (computer system, graphics, monitor, media, audio, network ready, software; and 5) 8 Port Network HUB and peer-to peer configuration. 6) Software (TWIN version 2.0). The system offers great flexibility. Telefactor Corporation is the only source known to NINDS researcher(s) that can provide the above components that form a single recording system, having the above unique features. The system configuration as above allows great flexibility from polysomnographic recording with most complex monitoring to relatively simple regular EEG recording. The single system that allows these capabilities is unique and not available elsewhere. Further unique aspects of this system include custom scoring system and statistics of analyzed data (TWIN software), continuous acquisition of high-quality video picture with variable video digitizing rate according to the movement of a patient, output of both edf and ASCII files in order to interface with other analyzing systems, and a single head box to accommodate all study types as above. However, if any interested party believes it can meet the above requirements, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material insufficient detail to allow NINDS to determine if the party can full meet the requirements herein. Capability statements must be received in the contracting office no later than 2:00 PM EST on November 8, 2001.
