Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number F25600-02-T-0009 is issued as a Request For Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-01. The NAICS code is 811310 and small business size standard is $5.0M. The government intends to issue a purchase order for: Repair substation EE transformer. The location of work is in building 500 at Offutt Air Force Base, Nebraska. The substation EE transformer has one or more of the primary windings faulted to the grounded core. The transformer characteristics are as follows: Federal Pacific Electric Co. Dry Type Transformer Class AA/FA 1000 KVA continuous 150 degree C rise self cooled 1333 KVA continuous 150 degree C rise fan cooled 3 Phase 60 hertz S.N. 32472-001 High voltage 4, 160 volts Low voltage 480Y/277 volts % Impedance 6.16% Instruction book 7750 Weight 4,850 lbs. Delta -- Wye transformation High Voltage taps 2 each 21/2% above and below 4,160 volts The contractor shall provide all materials, labor, tools, rigging, cranes, trucks and required supplies to remove and replace the core and coils for all 3 phases of the existing substation EE transformer. The contractor will be required to remove and replace the 3rd floor window to enable the existing and new transformer core and coils to be taken in and out of the facility. Temporary protection will be provided while the window is removed, if longer than one day. The contractor shall test the new transformer core and coils to ensure proper operation. The new transformer shall have an impedance equal to or greater than the existing transformer. Building 500 is located within a secure area at Offutt AFB. The contractor will be required to comply with all applicable security requirements, including coordinating with government personnel to arrange for escorts and vehicle access. THE INSPECTION REPORT SHALL BE GIVEN TO MR. RON PETERSON, 55 CES/CEB. No partial quotes will be considered. No substitutes will be allowed. The provision at FAR 52.212-1, Instructions to Offerors?Commercial, applies to this acquisition. The provision at FAR 52.212-2, Evaluation?Commercial Items, applies to this acquisition. Evaluation will be based on best value including cost, quality and ability to meet requirements. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certification?Commercial Items with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions?Commercial Items, applies to this acquisition and a statement regarding any addenda to the clause.
