Description
The United States Marine Corps has begun efforts to transition from concept exploration to the development and demonstration phase for the Logistics Vehicle System Replacement (LVSR) program. The LVSR Advanced Technology Demonstrator (ATD), built by the Nevada Automotive Test Center (NATC), has undergone accelerated Reliability, Availability, Maintainability, and Durability (RAM-D) and performance testing to great success. An Analysis of Alternatives (AoA) conducted to identify potential material solutions and sources of supply (domestic and international) concluded that a new procurement based upon integration of commercially available components and proven technology would best serve the needs of the Marine Corps. =20 Recent funding identified to support the LVSR program enables the Marine Corps to start preparation to release a Request for Proposal (RFP). The LVSR Performance Specification is currently in draft, translating Marine Corps requirements into engineering terms. The LVSR acquisition and source selection process will incorporate a modeling and simulation effort developed in concert with the LVSR ATD that will promote a competitive environment. In support of this effort, the Marine Corps Systems Command (MARCORSYSCOM) is hosting an Industry Day to encourage industry input to the acquisition process. The LVSR ATD and associated modeling efforts will be demonstrated. The Marine Corps will utilize the information gathered from industry to refine the LVSR performance specification and acquisition process. It is the Marine Corps? ultimate goal to develop a system that best supports mission requirements in a cost effective, supportable and evolutionary/time phased manner.=20 Industry is strongly encouraged to participate in the Marine Corps LVSR Industry Day Conference to be held on 12 December 2001 at the Marine Corps Base, Quantico, Virginia and Jacobs Sverdrup, Stafford, Virginia. A brief synopsis of the LVSR program follows: The LVSR will serve as the Marine Corps heavy tactical wheeled vehicle fleet replacement and will be fielded to elements of the Marine Air-Ground Task Force (MAGTF) as the primary wheeled logistics throughput in support of Operational Maneuvers from the Sea (OMFTS) and Sustained Operations Ashore (SOA). The LVSR will address the current fleet deficiencies in off-road mobility, payload capacity, available power, ride quality, stability, and braking and be configured for external transport by heavy vertical lift. The LVSR will provide the Marine Corps the heavy lift capability to transport bulk fuel and water, ammunition, ribbon bridges and components, bridge boats, standardized containers, bulk/break bulk and palletized cargo (on flatracks), engineer equipment as well as providing heavy vehicle wrecker/recovery capability. Through the use of flatracks, the LVSR will achieve interoperability between the Marine Corps, NATO, and U.S. Army. The RFP is expected to be released in First Quarter 03. This announcement serves to support the Marine Corps continued survey of industry capabilities. No solicitation document exists at this time and the Government will not reimburse respondents for information provided. Any information provided in response to this announcement that is considered by the respondee to be propriety shall be marked accordingly.
